Purpose of Job
The purpose of this job is to plan, organize and implement government wide human resources programs.  Incumbents may be assigned to a division within the human resources department including:  compensation and payroll, benefits and wellness, employment, administration, and safety and risk.  Duties and responsibilities include, but are not limited to, researching, analyzing, coordinating and administering human resources initiatives within the assigned division.

Job Related Requirements

Work Schedule: Monday - Friday, 8:00 am - 5:00 pm.  On call required, occasional nights and weekends. May be required to work outside of normal business hours. 

May be required to work on religious holidays.

Regular and predictable attendance is required.

Must work cooperatively with others.

When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy.

Bachelor's degree in Human Resources Management, Business/Public Administration, Accounting, Finance, Risk Management, Health Promotion, Public Health or related discipline with two years of human resources, payroll, accounting, financial management, personnel administration, policy development, risk assessment, insurance, health promotion, or related experience required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills and abilities for the position.

Must possess a valid driver's license.


The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Plans, monitors, and oversees the activities within the assigned division.

Provides professional staff support to departments, which includes interpreting laws, rules, regulations, and policies related to human resources programs and makes recommendations for policy and procedural changes.

Assists in developing and implementing departmental budget, goals and objectives; implements and maintains assigned program area procedures; evaluates effectiveness of programs, including researching, analyzing, and recommending policy or program changes.

Participates in problem solving, conflict resolution, team building, and planning sessions.

Prepares and maintains a variety of correspondence which may include:  public notices, files, records, announcements, communication materials and/or other related information for assigned division.

Responds to requests for information from employees and/or the general public over the phone, in person, and via e-mail regarding a variety of Human Resources procedures, programs, job opportunities, and/or other related information.

Researches, compiles, and analyzes a variety of data and information; and prepares related reports.

Performs other duties as assigned.

Essential Duties and Responsibilities when assigned to Safety & Risk:

Manages self-insured administration of workers' compensation program, consults with physicians, other health professionals, attorneys, State Board, SITF reps on medical/workers' compensation issues, processes claims, initiates investigations, coordinates medical treatment, specialty involvement, and work status with departments. 

Manages self-insured administration of general liability program, involves investigation, determination of liability and settlement; adjusting claims and determine loss values, tracking of each claim, payments, collection of subrogation and maintaining individual files.  Customer service contacts include citizens, attorneys, vendors, claimants and employees.

Responsible for claims data entry to include description of injury / accident, proper coding of claim, setting of reserves, running reports, running of checking transactions to include check register, and performing safety assessments.

Analyzes claims data and prepares statistical analysis.

Conducts safety and loss prevention audits and inspections of departments.  

Coordinates and conducts safety and health training programs for employees including:  basic first-aid, cardiopulmonary resuscitation (CPR), defensive driving and high risk situations.

Coordinates alcohol/drug screening tests for employees as per the Drug and Alcohol Ordinance.

Assesses potential hazardous work practices, locations, and makes recommendations to management.

Advises supervisors and managers on medical and hazardous situations.

Remains accessible and on-call twenty-four hours a day/seven days a week on a rotational basis.

Ability to obtain instructor certification for Defensive Driving, CPR/First Aid and appropriate state claims licenses or successfully set for exam within first twelve months.

Ability to obtain adjuster licenses in workers compensation and/or property and liability within first twelve months. 

Conducts various safety trainings for the organization.

Develops and reviews policies and procedures for accuracy and completeness. 

Researches new development and/or regulatory changes and the impact to current policies and procedures. Make recommendations to management.

Applies law, policy and procedure consistently to ensure the compliance of the organization with federal and state regulations.

Knowledge, Skills and Abilities

Knowledge of the principles, practices and procedures of Human Resources Management and the operations and functions of the Department as they pertain to the performance of duties relating to the position of Human Resources Generalist.

Knowledge of human resources management, practices, policies and procedures as necessary in the completion of daily responsibilities.

Knowledge of all applicable laws, ordinances, policies and procedures as necessary in the completion of daily responsibilities.

Knowledge of all applicable laws, ordinances, policies, standards, and regulations pertaining to the specific duties and responsibilities of the job.

Knowledge of the terminology used within the department.

Knowledge of modern office procedures as required in the performance of duties.

Knowledge of and proficiency with the use of computers, current department software programs used for word processing, spreadsheets, graphics, and various human resources related activities.

Knowledge of established organizational, administrative, and human relations' techniques.

Knowledge of statistical and related mathematical analysis. 

Knowledge of interviewing and investigating procedures related to risk management. 

Knowledge of legal and medical terminology. 

Knowledge of claims adjusting practices. 

Ability to keep abreast of any changes in policy, methods, operations, budgetary, and equipment needs as they pertain to departmental and personnel operations and activities.

Ability to comprehend, interpret, and apply regulations, procedures and related information.

Ability to communicate and interact with management, employees, staff members, applicants, members of the public and all other groups involved in the activities of the Unified Government and Human Resources Management as they relate to the Department.

Ability to compile, organize, prepare and maintain an assortment of records, reports, and information in an effective manner and according to departmental and /or governmental regulations.

Ability to use independent judgment and discretion in handling emergency situations, determining and deciding upon procedures to be implemented, maintaining standards, and resolving problems.

Ability to handle the required mathematical, primarily statistical, calculations.

Ability to utilize and understand computer applications and techniques as necessary in the completion of daily assignments.

Ability to plan, organize and/or prioritize daily assignments and work activities.

PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of machinery and equipment including a computer, copier, calculator, facsimile machine, etc. Must be able to use body members to work, move or carry objects or materials. This position requires: walking, standing, bending, stooping, pushing, pulling, lifting, fingering, grasping, feeling, seeing, talking, hearing, and repetitive motions. Must be able to exert up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently. Physical demand requirements are at levels of those of light work.

DATA CONCEPTION: Requires the ability to compare and/or judge the readily observable functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people, or things.

INTERPERSONAL COMMUNICATION: Requires the ability to hear, speak and/or signal people or groups of people to convey or exchange information. Includes receiving assignments and/or directions from supervisors.

LANGUAGE ABILITY: Requires the ability to read a variety of reports, laws, regulations, manuals and informational documentation, directions, instructions, and methods and procedures. Requires the ability to prepare correspondence using prescribed formats and conforming to all rules of punctuation, grammar, diction, and style. Requires the ability to speak to people with poise, voice control, and confidence.

INTELLIGENCE: Requires the ability to learn and understand complex principles and techniques; to acquire and be able to expound on knowledge of topics related to primary occupation; and to make independent judgments in the absence of management.

VERBAL APTITUDE: Requires the ability to record and deliver information, to explain procedures, and to follow oral and written instructions. Must be able to communicate effectively and efficiently in a variety of administrative languages including human resources and legal terminology.

NUMERICAL APTITUDE: Requires the ability to utilize mathematical formulas; add and subtract totals; multiply and divide; utilize and determine percentages.

FORM/SPATIAL APTITUDE: Requires the ability to inspect items for proper length, width, and shape, visually with office equipment.

MOTOR COORDINATION: Requires the ability to coordinate hands, fingers, and eyes accurately in using office equipment. Requires the ability to use the keyboard, lift, bend, push, and pull objects or materials using body parts as the position necessitates.

MANUAL DEXTERITY: Requires the ability to handle a variety of items such as a computer, typewriter, copier, audio, video and various camera equipment, etc. Must have the ability to use one hand for twisting or turning motion while coordinating other hand with different activities. Must have minimal levels of eye/hand/foot coordination.

COLOR DISCRIMINATION: May require the ability to differentiate between colors and shades of color.

INTERPERSONAL DISCRIMINATION: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under minimum stress when confronted with an emergency.

PHYSICAL COMMUNICATION: Requires the ability to talk and/or hear: (Talking - expressing or exchanging ideas by means of spoken words). (Hearing - perceiving nature of sounds by ear). Must be able to communicate via telephone.
