General Statement
The Business Analyst, under limited supervision, manages multiple projects simultaneously, as well as ongoing operations and key incentive programs, evaluates business processes and recommends improvements, develops analysis tools, troubleshoots data analysis issues, builds operational dashboards, and performs ad-hoc analysis as needed utilizing a variety of programs, techniques, and technology to improve performance measures that support strategic, tactical and operational business decisions that improve organizational efficiency and effectiveness.
Responsible for assisting with financial forecasting and business analytics, tracking and organizing complex data, providing timely analyses and support for internal and external stakeholders, reviewing and providing analyses of major departmental changes, developing key performance matrices, making recommendations to improve efficiencies, and mitigating risks insuring prompt and effective operations and results to others using clear and effective communication skills.
Essential Functions
Researches, analyzes, interprets, and synthesizes large amounts of diverse and complex information, financial forecasting and business analytics, review and provide analyses for, about, and resulting from major departmental shifts.
Provide support and analysis on multiple projects simultaneously for making informed business decisions over a variety of areas of operations, propose changes for ongoing operations and key incentive programs to management, and perform ad-hoc analysis as required.
Develops plans for long-range strategies, organizational goals, and objectives and initiatives.
Gathers requirements and analyzes workflows for current and new applications. Evaluates software utilization and best practices; makes recommendations for changes in use; assists with making system changes; and develops and implements roadmaps. Designs and facilitates end user training sessions and creates corresponding documentation.
Builds dashboards and reports working with internal customers to meet business objectives.
Provides detailed research and analysis in feasibility, evaluation, assessment, recommendation and development of key performance metrics with focus on a department, function, or program.
Researches, analyzes and interprets complex information such as legislative, demographic, economic and fiscal developments and trends, to aid management in making decisions to resolve critical issues or problems and for displaying potential patterns and trends.
Examines new or modified programs, conduct research, investigate workflows, policies and procedures providing management with data to determine the consequences of proposed changes, and recommend changes, on operations within assigned projects and / or program areas assuring alignment with established guidance, regulation and legislation.
Coordinates with critical personnel to develop and evaluate initiatives and successfully complete assigned projects.
Prepares or oversees the preparation of reports to determine the progress in meeting stated goals and objectives.
Gathers, interprets, and prepares data for studies, reports, and recommendations.
Understands business processes within assigned department and plans accordingly.
Researches and evaluates new technologies to be used as enhancements or upgrades to existing systems, programs, and workflows.
Reviews work progress through daily routine discussions and weekly meetings, ensuring that the proper level of service is being provided to the end user.
Plans, develops and implements programs; identifies program outcomes, processes and priorities.
Conducts research to gather information to resolve program or project issues, determines root causes of problems and recommends solutions to management.
Supports the execution of assigned projects to provide recommendations for improvements.
Develops and retrieves data sets and develops usable data for management.
Serves as a point of contact for budget and program analysis matters.
Performs managerial budget analysis and prepares financial reporting documents.
Prepares and presents broad narrative and statistical reports, including charts and graphs.
Performs other related duties as assigned.
Qualifications
MINIMUM QUALIFICATIONS
Education and Experience :
Bachelor's Degree in Business Management or Administration, Public Administration, Statistics or a related field, and three (3) years of related professional administrative, financial, or analytical experience.
Special Requirements :
Knowledge of financial systems and / or statistical analysis tools a plus.
Strong personal computer skills and ability to navigate and functionally operate within complex information database systems, Microsoft Office (Word, Excel, Outlook, etc.), and other related software; ability to troubleshoot and diagnose common software and hardware problems.
Ability to read, interpret, and explain complex rules, regulations, and policies; research and analyze data, draw conclusions, project consequences, formulate strategies, and make recommendations.
Department may administer skills assessment testing.
PREFERRED QUALIFICATIONS
Education and Experience :
Bachelor's Degree in Business Management or Administration, Public Administration, Statistics or related field, and seven (7) years of related professional administrative, financial, or analytical experience with water / wastewater industry and field service processes, Microsoft SQL, and Power BI.
Special Requirements :
Knowledge of financial systems and / or statistical analysis tools a plus.
Knowledge of Project Management methodologies.
Knowledge of GIS-centric applications.

PHYSICAL DEMANDS
Must be physically able to operate a variety of machinery and equipment including computers, copiers, mailing machines, facsimile machines, calculators, printers, etc. Must be physically able to exert a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects. Sedentary work involves sitting most of the time but may involve walking or standing for brief periods of time. LEAVE PROGRAMS
VACATION LEAVE
Vacation leave is accrued based on creditable years of service in the Local Government Employees Retirement System.
SICK LEAVE
For full-time County employees, sick leave accrues at eight (8.0) hours per month. Benefitted part-time employees accrue prorated sick leave based on a percentage of the full-time rate. Your unused sick leave balance can be applied as creditable service toward a service retirement under the guidelines of the NCLGERS.
SICK LEAVE TRANSFER FROM OTHER AGENCIES
Unused sick leave earned from another North Carolina Governmental Agency and / or entity, will be accepted and transferred to the County as follows : twelve (12) sick leave days will be transferred and added to the employees active sick leave balance after completion of six (6) months of employment. The remaining balance of sick leave documented for transfer at the time of employment will be recorded in the employees permanent personnel file. On the fifth anniversary of employment with the County, the remaining balance of transferred sick leave will be added to the employees active sick leave balance.

CIVIL LEAVE
Paid leave is provided to full-time or regular part-time County employees called for jury duty or as a witness of the court for the federal or state government, or a subdivision thereof.
FAMILY & MEDICAL LEAVE ACT
Federal law provides job protection and continuation of existing paid health insurance during 12 weeks of leave, paid or unpaid, to an eligible employee for qualifying events. These events can include birth or adoption, and serious illness of an immediate family member, or of the employee.
PAID PARENTAL LEAVE
