General Statement
The Grants Specialist, under general supervision, prepares or consults on the preparation of grant applications; administers ongoing grant programs and related funds; and analyzes existing projects or programs to determine effectiveness. Work involves ensuring expenditures of grant funds are spent according to regulations and deadlines are met; maintaining and revising grant and contract files, databases, ledgers and records; monitoring compliance with grants stipulations and program progress through on-site monitoring and reviewal of subrecipient files and reports. Work also involves preparing documentation / reports according to required format of Federal / State grantors; providing information concerning programs and explaining the application process; providing technical assistance to subrecipients; reviewing and evaluating grant applications or proposals; and compiling and preparing reports.
Essential Functions
Manages and administers federal and state-directed grant funds, which oftentimes involve multiple local and private non-profit entities.
Advises on and monitors compliance with grant programs, policies, and procedures.
Prepares or consults on the preparation of grant applications and proposals.
Compiles and maintains timely and detailed documents and information needed to generate and analyze reports, process payments, and complete projects.
Provides technical assistance to departmental grant representatives concerning grants research and development, grants writing, grants applications, and grants monitoring, compliance, and reporting, primarily through the County's grants management system.
Ensures compliance of Federal and State program activities with pertinent Federal, State, and Local laws, statutes, regulations, policies, procedures, guidelines, and standards.
Responds to questions and concerns; and develops recommendations for resolving them.
Interacts with subgrantees to monitor their work towards grant completion and closeout, and documents and reports on project progress.
Attends and participates in community meetings regarding the impact of allocations of funds; coordinates public hearings and other related meetings.
Keeps management informed of successes, project progress, and potential issues with assigned projects.
Plans, directs, and controls all facets of complex grant programs.
Establishes effective working relationships and uses good judgment, initiative, and resourcefulness when dealing with management, representatives of other governmental units, professional contacts, other employees, and the public.
Communicates effectively while presenting ideas orally and in writing. Prepares and maintain a wide variety of records and reports according to accepted standards.
Maintains attention to detail and works effectively under stress and changes in work priorities.
Performs other related duties as assigned.
Qualifications
MINIMUM QUALIFICATIONS
Education and Experience :
Bachelor's Degree in Public Administration, Public Service, Business Administration or related field, and two (2) years of related experience in government Grants Management or Community Development; or equivalent combination of education and experience.
Special Requirements :
Extensive knowledge of the laws, policies, and principles of community planning and grants management. Extensive knowledge of grant application and administration procedures, as well as reporting and evolution requirements. Thorough knowledge of the processes associated with County ordinances and State and Federal statutes, which govern community and economic development activities, and related internal compliance data requirements.
PREFERRED QUALIFICATIONS
Education and Experience :
Bachelor's Degree in Public Administration, Public Service, Business Administration or related field, and two (2) years of experience in government Grants Management, Community Development, Federal Grants including Integrated Disbursement & Information System, Disaster Recovery Grant Reporting System, Electronic Line of Credit Control Center, Sage HMIS Reporting Repository, or other HUD reporting and disbursement systems.

PHYSICAL DEMANDS
Must be physically able to operate a variety of machinery and equipment including computers, copiers, typewriters, calculators, printers, scanners, shredders, etc. Must be able to exert up to 30 pounds of force occasionally, and / or a negligible amount of force constantly to move objects. Physical demand requirements are in excess of those for Sedentary Work. Light Work usually requires walking or standing to a significant degree. However, if the use of arm and / or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.

If you have five (5) years of service, you are 100% vested in the NCLGERS.

LEAVE PROGRAMS
VACATION LEAVE
Vacation leave is accrued based on creditable years of service in the Local Government Employees Retirement System.
SICK LEAVE
For full-time County employees, sick leave accrues at eight (8.0) hours per month. Benefitted part-time employees accrue prorated sick leave based on a percentage of the full-time rate. Your unused sick leave balance can be applied as creditable service toward a service retirement under the guidelines of the NCLGERS.
SICK LEAVE TRANSFER FROM OTHER AGENCIES
Unused sick leave earned from another North Carolina Governmental Agency and / or entity, will be accepted and transferred to the County as follows : twelve (12) sick leave days will be transferred and added to the employees active sick leave balance after completion of six (6) months of employment. The remaining balance of sick leave documented for transfer at the time of employment will be recorded in the employees permanent personnel file. On the fifth anniversary of employment with the County, the remaining balance of transferred sick leave will be added to the employees active sick leave balance.

CIVIL LEAVE

FAMILY & MEDICAL LEAVE ACT
Federal law provides job protection and continuation of existing paid health insurance during 12 weeks of leave, paid or unpaid, to an eligible employee for qualifying events. These events can include birth or adoption, and serious illness of an immediate family member, or of the employee.
PAID PARENTAL LEAVE
Parental Leave provides the employee paid leave for the first eight weeks of approved FML for the birth of a son or daughter, or placement with the employee of a son or daughter for adoption or foster care.
