DESCRIPTION
The Union County Engineer is now hiring a Residential Plans Examiner to join our Building Department Team. Under general supervision of the Chief Building Official, the Residential Plans Examiner will examine residential building plans for conformance to requirements of applicable building codes; consults with supporting departments; performs other related work as required.

QUALIFICATIONS
Completion of secondary education or equivalent (high school diploma or GED); 5 years or more of experience in residential plan review or drafting; experience as a residential contractor or superintendent with responsibility for obtaining approvals and inspections of structures regulated by the Ohio Board of Building Standards preferred; or equivalent combination of education, experience, and training which provides the required knowledge, skills and abilities.
LICENSURE OR CERTIFICATION REQUIREMENTS: Must possess a valid Ohio driver’s license and maintain insurability under the County’s vehicle insurance policy. Must be a certified Residential Building Official or possess the qualifications to obtain certification as a Residential Building Official. Additional State of Ohio building certifications may be applicable.

Personal computer, computer software (e.g., Microsoft Office and other applicable computer software), printer, scanner, copy machine, calculator, fax machine, and other standard business office equipment.
INHERENTLY HAZARDOUS OR PHYSICALLY DEMANDINGWORKING CONDITIONS: The employee has exposure to chemical compounds found in an office environment (e.g., toner, correction fluid, etc.); travels to and gains access to work site (e.g., enters doorways and crawlspaces, climbs steps and ladders, etc.); occasional exposure to severe weather; occasionally required to stand, walk, stoop, kneel, crouch, or crawl on even and uneven surfaces; occasionally required to lift, carry, push, or pull objects 50 1bs. or less.
Note: In accordance with the U.S. Department of Labor physical demands strength ratings, this is considered sedentary work.
ESSENTIAL FUNCTIONS
(1) Reviews 1, 2 and 3 Family plans for compliance with all applicable codes and locally adopted laws; consults with builders, owners, architects, engineers, Building Official, Building Inspectors and members of the public regarding code issues; interprets plans, codes and law; may view houses with owners or design professionals to make decisions regarding plan submittals and code compliance issues; uses Plan Review Checklist to issue plan approval or correction letters; works closely with Inspectors and the Chief Building Official to keep them informed of project approval status and to answer questions about the approved plans.
(2) Communicates verbally and in writing to explain complex code requirements to builders, owners, design professionals, Building Official, Building Inspectors and members of the public; operates computer equipment to generate letters, approval forms, calculate fees and to issue permits; organizes and streamlines the permit process for applicants.
(3) Inspects residential construction for compliance with all applicable codes and locally adopted laws; issues Certificates of Occupancy and correction requests; follows up on inactive permits and documents the status of the work to the Chief Building Official; assists in the preparation of reports and training offered to builders; may represent department in Board of Building Appeals Hearings at the direction of the Chief Building Official.
(4) Maintains required licensures and certification, if any.
(5) Meets all job safety requirements and all applicable safety standards that pertain to essential functions.

(8) Maintains personal and professional competence and awareness; attends professional education and training sessions, seminars and workshops; maintains active involvement in code organizations to represent the department.
MINIMUM ACCEPTABLE CHARACTERISTICS
Knowledge of: *County, Department, and Division goals and objectives; *County, Department, and Division policies and procedures; *personnel rules and regulations; the Ohio Residential Code, reference standards, and locally adopted laws* as they apply to residential plans; principles and practices of architecture and structural engineering; the National Electrical Code; the Ohio Mechanical Code; the administrative duties of issuing permits, correction letters, conditional approvals, adjudication orders etc.; office practices and procedures.
Skill in: computer operation; use of modern office equipment.
Ability to: develop and maintain effective working relationships; perform job safely; understand and interpret plans; be helpful, patient and understanding when dealing with the public; analyze code issues; use effective written and verbal communication; organize plans and paperwork; maintain records and document plan review progress; work as required to complete plan reviews in a timely fashion; stay on task with frequent interruptions; exercise discretion and independent, reasonable judgment.
