We are currently seeking a skilled and experienced emergency management professional to join our team. As a member of the County's Emergency Management Agency (EMA), the Emergency Management Specialist plays a crucial role in developing, implementing, and coordinating emergency management plans and procedures to ensure the safety and well-being of our residents. 

Under general supervision, the Emergency Management Specialist assists the Director with planning and coordinating County emergency disaster preparation, mitigation, response and recovery; assists with coordinating emergency management activities and homeland security; and responds to and evaluates responses to emergencies. Collaborates with local agencies, first responders, healthcare providers, emergency management officials, and community stakeholders to enhance public safety, emergency medical response, and disaster preparedness.

LICENSURE OR CERTIFICATION REQUIREMENTS:  
Must possess a valid Ohio driver’s license and maintain insurability under the County’s vehicle insurance policy; must swear to oath as required under 5502.34; must obtain and retain any additional licensure and certification established by the Ohio Emergency Management Agency pursuant to ORC 5502.25 and OAC 4501:3-5-01.

Motor vehicle, communication equipment, computer, calculator, telephone, miscellaneous standard office equipment.

INHERENTLY HAZARDOUS OR PHYSICALLY DEMANDING WORKING CONDITIONS:  
Ascends and/or descends ladders, stairs or scaffolds; is exposed to environmental conditions which may result in injury from fumes, odors, dusts, mists, gases, and/or poorly ventilated work areas; is exposed to possible injury from hazardous gases, chemicals, flammable, or air contaminates; has contact with potentially violent or emotionally distraught persons; has exposure to hot, cold, wet, humid or windy weather conditions; has exposure to hazardous driving conditions.
Note:  In accordance with the U.S. Department of Labor physical demands strength ratings, this is considered light work.

ESSENTIAL FUNCTIONS OF THE POSITION: For purposes of 42 USC 12101:

(1) Works in conjunction with the Director of Emergency Management in planning emergency operations programs (e.g., disaster response, mitigation efforts, hazardous materials incidents, etc.).

(2) Oversees the County EMA volunteers (Operations Division) as well as all equipment used by the EMA.  Coordinates all training, response to incidents, training and operations of the volunteer group.

(3) Responds to incidents and investigates potential sites or facilities that may contain hazardous materials or extremely hazardous materials and takes appropriate action required by policy and procedures.

(4) Assists the Director to determine the training needs of county fire, law enforcement, and EMS departments; assists with scheduling training for all emergency response agencies and/or private industry related to hazardous materials; plans and implements training exercises; provides training programs as needed.

(5) Installs, maintains, and repairs equipment and systems as directed.

(6) Maintains required licensures and certification.

(7) Meets all job safety requirements and all applicable safety standards that pertain to essential functions.

(8) Demonstrates regular and predictable attendance.

OTHER DUTIES AND RESPONSIBILITIES:

(9) Performs other related duties as assigned.Knowledge of:  County, Department, and Division goals and objectives; *County, Department, and Division policies and procedures; *personnel rules and regulations; safety procedures and warning systems utilized in disaster planning; government grant programs; federal and state laws and regulations on disaster planning; community resources and services; manpower planning.

Skill in:  Motor vehicle operation; working with partners and public safety volunteers. 

Ability to:  Develop and maintain effective working relationships; perform job safely; follow general directions; communicate effectively in oral and written form; gather, collate, and classify information about data, people, and/or things; define problems, collate data, establish facts, and draw valid conclusions; prepare meaningful, concise and accurate reports; tactfully handle frequent contact with government officials and the general public; use sound judgment in dangerous, hazardous and/or stressful situations; prepare and deliver speeches before specialized audiences and the general public; prepare and maintain accurate records; direct the work of others.
