What are the responsibilities and job description for the Local Disaster Recovery Manager position at Union County?
This is a grant funded position.
The Local Disaster Recovery Manager, under general supervision, performs plans, organizes, implements, coordinates, and advances local pre-and post-disaster recovery plans, goals, objectives, and outcomes set by the Board of County Commissioners and the community. Work involves managing and overseeing various County grant funded projects, primarily focused on disaster recovery with a high focus on the American Rescue Plan Act (ARPA) funding.
Performs administrative and supervisory work, planning and overseeing the daily operations and activities within the assigned department(s). Provides leadership and guidance to the grants team. Assists with hiring and training staff, sets and evaluates and achieves performance goals, and fosters a collaborative and innovative work environment. Provides guidance, mentorship, and support to include sharing knowledge and expertise, offering constructive feedback, and helping team members develop their skills and advance their careers.
Serves as the County representative on all long-term disaster recovery efforts. Serves as a subject-matter expert for departments to develop long-term recovery projects.
Develops a comprehensive countywide long-term recovery plan. Implements and coordinates the recovery plan as required. Works closely with leadership at all levels to ensure a well-coordinated, timely, and well-executed long-term recovery, including the development and coordination of partnerships and financial and grants management processes.
Facilitates and supports effective decision-making, management, and coordination across multiple departments, systems, processes, and community organizations for planning and implementing recovery projects and activities.
Interfaces with Federal, State, local governments, and regional entities for disaster recovery preparedness and communicates local recovery needs and priorities.
Establishes and maintains contacts and networks for long-term disaster recovery resources and support systems.
Identifies and builds partnerships with Federal, State, non-profit, and community organizations to better align the County’s long-term disaster recovery planning and projects.
Establishes and negotiates agreements with vendors and partners to provide long-term disaster recovery goods, equipment, and services as necessary.
Organizes recovery planning processes, fosters information sharing, and manages public participation and awareness to fully and proactively engage the community and all residents.
Maintains a complete understanding of all applicable program policies, requirements, and procedures within the established project guidelines. Works to possess knowledge of regulatory and statutory compliance requirements for federally funded programs and projects, specifically American Rescue Plan Act (ARPA) Coronavirus State and Local Fiscal Recovery Funds (CSLFRF), Emergency Rental Assistance Program (ERAP), Community Development Block Grant (CDBG), Public Assistance (FEMA PA), and Hazard Mitigation Grant Program (FEMA HMGP).
Coordinates, supports, or leads County grant development efforts to leverage additional public and private funding for implementation of the County’s long-term disaster recovery plans.
Researches best practices regarding long-term disaster recovery efforts and incorporates these lessons into County policies and plans.
Develops, maintains, and updates project plans, strategies, budgets, program policies, and procedures in coordination with departments and project teams. Develops, implements, monitors, and reports on recovery performance indicators and project deliverables using appropriate tools. Communicates adjustments and improvements to leadership and other applicable staff and stakeholders. Coordinates with departments and project teams to ensure and maintain satisfactory project health status.
Performs various financial functions, including, but not limited to the processing of invoices, entering of purchase orders, and reconciliation of P-Card statements. Prepares and/or supervises the preparation of departmental budget(s)
Performs other related duties as assigned.
MINIMUM QUALIFICATIONS
Education and Experience:
Bachelor’s Degree in planning, engineering, law, economics, business administration, public administration or related field, and three (3) years of demonstrated disaster recovery planning and policy implementation, project development, grant writing/programs and project management or closely related demonstrated experience at the Federal, State, local level or private sector; or equivalent combination of education and experience.
PREFERRED QUALIFICATIONS
Education and Experience:
Master’s Degree in Public Administration, Business Administration, Planning, Engineering, Law, Economics, Political Science, Emergency Management, Homeland Security, or Criminal Justice and five (5) years of senior-level disaster recovery planning and policy implementation, project development, grant writing and project management or closely related demonstrated experience.
Licenses or Certifications:
Certified Emergency Manager or Graduate Certificate in Disaster Management.
PHYSICAL DEMANDS
Must be physically able to operate a variety of machinery and equipment including computers, printers, dictaphones, calculators, fax machines, copiers, etc. Must be physically able to operate a motor vehicle. Must be physically able to a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects. Sedentary work involves sitting most of the time, but may involve walking or standing for brief periods of time.
