We are seeking a Program Manager to join our team and support our Department of Homeland Security (DHS) customer in the Washington DC metro area.
Essential Duties And Responsibilities
The ideal candidate will be responsible for all relevant program(s) oversight, resource management, risk management, service delivery, customer relationship management, service operations, and incident management.
- The Program Manager will lead a team of senior, experienced staff, providing services to Unissant's customer.
- The Program Manager will develop, update and maintain the program plan to ensure timely delivery of IT, consulting or other services and adequate resource allocation.
- The PM will work with individual Project Managers to manage P&L, budgets and forecast through financial controls as well as establish and implement metrics and key performance indicators to manage various projects and report results to senior management and the customer.
- Responsible for execution of multiple initiatives, advising customer on strategy and present complex ideas and IT solutions to large number of government officials, including business stakeholders.
- Responsible for management, manpower utilization, and supervision of employees (including subcontractors) of various labor categories and skills across projects.
- Work with government contractors, Unissant Project Managers and Contracting Officer Representatives for oversight and milestone delivery of projects.
- Effectively communicate and keep Unissant management and client stakeholders aware of project status, budget utilization, issues, risks, and successes. Escalate critical items appropriately.
- Identify critical success factors at onset and throughout program lifecycle and ensure removal of barriers to success.
- Identify and communicate the project's business benefits to project teams and the client stakeholders to create a unifying sense of direction and purpose.
- Identify and champion opportunities to expand the business benefits of the program beyond current scope by developing business cases that qualify and quantify the anticipated return on additional client investment.
- Manage an IT Portfolio of critical mission systems.
- Responsible for Subcontract management.
- 10 years of Program Manager experience in large IT service organizations or programs leading Information Technology teams, including agile methodologies and related systems supporting federal customers.
- 10 years of experience interfacing with clients at the senior management level and have proven experience of managing client expectations & relationships.
- 5 years experience managing a team of engineers in the full ADP lifecycle in software engineering
- Must have proven experience with conflict resolution and demonstrate strength in organizational skills required in selecting, motivating and developing support staff.
- Demonstrate proven track record to identify potential operational and process risks and formulate/implement effective mitigation plans.
- Experience implementing agile methodologies.
- Experience in developing and maintaining plans such as Program Management Plan, Monthly Progress Report (MPR), Subcontractor Expenditures Plan, Contract Work Breakdown Structure (CWBS) and System Sustainment Plan.
- Knowledge of IT Agile Methodologies (DevOps/DevSecOps)
- Knowledge of Homeland Security Systems preferred.
- Enthusiastic, proactive, positive attitude with great listening skills and high integrity.
- Excellent organizational skills, strong attention to detail and ability to effectively manage programs supporting multiple businesses.
- Ability to think/ act strategically and proactively and able to find innovative ways to solve problems.
- Strong desire to mentor, coach team members while providing oversight for all aspects of relevant Program(s).
- Able to work under pressure (at times) and to be extremely flexible under changing priorities.
- Bachelor's Degree is required. Preferred field of study in Computer Science, Information Technology, Information Systems, Operations Management or highly related field of study.
- MBA/Master's Degree in a relevant field of study preferred
- This federal program requires the candidates to be a United States Citizen.
- DHS Public Trust and/or DOD TS clearance is required.
- Qualified applicants may be subject to a security investigation and must meet minimum qualifications for access to classified information.
- Project Management Professional Certification (PMP) is required.
- Scrum Master Certification (SCM) is required
- ITIL v.3 Foundations, Intermediate or Advanced is preferred.
- Excellent verbal and written skills, ability to present proposals and performance data, comfortable interfacing all levels of organization.
- Ability to write clear and concise creative content in a highly confidential manner.
- This is a Hybrid position.
- Mainly sedentary; in an office environment.
- May be required to lift up to ten (10) pounds
- Flexible in working extended hours
