  • Supporting health-related social needs (HRSN) services to address barriers to care.

About the Role:

We are looking for a highly experienced and results-oriented leader to oversee UHF’s Medicaid portfolio and the implementation of our state funded HERO. This role reports to the Senior Vice President for Policy and Program and may report to the President and CEO on a project specific basis. 

The Managing Director, Medicaid will guide multiple complex workflows to meet time-sensitive deliverables. These workflows include big data aggregation and analysis, qualitative research for health needs assessments and health equity plans, stakeholder engagement, and research for program and policy improvement recommendations, especially regarding value-based payment.

We expect you to use your project management and healthcare expertise, especially in Medicaid, to lead a team of directors and their reports. You will co-design, manage, and implement Medicaid portfolio strategies and activities. 

The Managing Director, Medicaid will represent UHF externally and collaborate with a wide range of stakeholders. This collaboration will inform portfolio activities and engage stakeholders in creating deliverables. In addition, you will also manage portfolio funders and subcontract partners.

The Managing Director will be responsible for the following activities and deliverables:

  1. Coordinating data from various sources including, but not limited to, the Social Care Networks (SCNs), Workforce Investment Organizations (WIOs), and the Statewide Health Information Network for New York (SHIN-NY) to assess and address areas for improvement in health care quality and equity outcomes including the identification of disparities in health care delivery.
  2. Conducting regional needs assessments, perform data-driven annual regional planning, and draft and publish a statewide health equity plan (informed by regional health equity plans). 
  3. Identifying health care workforce-related needs and gaps. 
  4. Convening regional stakeholder engagement sessions. 
  5. Making recommendations to support advanced value-based arrangements and develop options for incorporating HRSN into VBP methodologies.
  6. Drafting and publishing initial health equity plans and health factor baseline data on Medicaid populations.  

Key Responsibilities:

  • Provide Strategic Leadership and Direction Ensure alignment with organizational wide goals and objectives for assigned portfolio of projects, including:
    • Coordinating aggregation and analysis of data from various sources to assess and address areas for improvement in health care quality and equity outcomes including the identification of disparities in health care delivery.
    • Conducting regional needs assessments (including identifying health care workforce-related needs and gaps) and facilitating data-driven regional planning across NYS to support the publication of regional health equity plans that inform a statewide health equity plan.
    • Directing qualitative research and data analysis necessary for making program and policy improvement recommendations, especially recommendations to support advanced value-based arrangements that incorporate HRSN services.
    • Convening stakeholder engagement sessions and large conferences in support of relevant portfolio activities.
  • Mentor and Lead Team: Lead and motivate a team of at least three direct reports (line-directors) and their direct reports (e.g., analysts, program managers, regional liaisons, etc.), facilitating a collaborative and high-performing work environment.
  • Manage Stakeholder Engagement: Manage stakeholder engagement, building and maintaining strong relationships with internal and external partners, including government agencies, healthcare providers, and community organizations.
  • Oversee Project Execution and Innovation: Oversee all aspects of project execution, including risk management, issue resolution, and quality assurance. Develop and manage comprehensive project plans, timelines, and budgets to foster a culture of efficiency and cost-effectiveness. Champion innovation and continuous improvement by identifying and implementing best practices to enhance project outcomes. Analyze data and generate reports to track progress, identify areas for improvement, and inform future project decisions.
  • Manage Subcontractor Relationships: Manage subcontractor relationships to ensure on-time, on-budget deliverables, and collaborate with the business office on subcontract management and funder reporting.
  • Collaborate with Senior Leadership and Communications: Collaborate with the Senior Vice President for Policy and Program to leverage and integrate staff expertise into HERO activities. Actively participate in UHF management and staff engagement activities, sharing knowledge across divisions and departments while upholding UHF’s core values, especially its commitment to diversity, equity, and inclusion. Additionally, work with the Communications Department on product development, editing/design, publishing, and dissemination.
  • Stay Informed: Stay abreast of current trends and developments in health care policy, regulations, and funding mechanisms, particularly Medicaid. 

Required Qualifications:

  • Experience and Project Leadership: Minimum of 10 years of progressively responsible experience in health care, Medicaid policies, leadership and/or project management. Proven track record of successfully leading and delivering complex projects within tight timelines and budget constraints.
  • Medicaid and Stakeholder Engagement: Strong understanding of Medicaid, stakeholder engagement, and the New York State health ecosystem. Ability to build and maintain strong relationships with diverse stakeholders.
  • Communication Skills: Excellent communication, interpersonal, and negotiation skills. Strong written and verbal communication skills.
  • Teamwork and Leadership: Ability and motivation to work both independently and collaboratively as part of a team. Demonstrated ability to lead and motivate a team.
  • Analytical and Problem-Solving Skills: Excellent analytical and problem-solving skills.
  • Technical Proficiency: Proficiency in Microsoft Office Suite and project management tools. 

Preferred Qualifications:

  • Educational Background: Master's degree preferred in health care administration, public health, social work, or a closely related field (additional professional or lived experience could substitute for an advanced degree).
  • Technical Proficiency: Salesforce or similar customer relationship management tool experience preferred.

Salary: $200,000 – $225,000

 

*This position is externally funded and continued employment is contingent upon the ongoing availability of that funding. It is anticipated to continue through at least March 31, 2027.
