SUMMARY: Supervisor assumes leadership and responsibility of daily implementation of grant funded project requirements, management and reporting of information as required by grant funder and UIHS. Within this role, the Health Promotion and Education (HPE) Supervisor will be assigned to oversee public health grant funded projects that address one to two of the following health topics: tobacco use, suicide prevention, opioid use, domestic and intimate partner violence, obesity, teen pregnancy, sexual health, injury and drug/alcohol prevention, harm reduction/syringe exchange, and health lifestyle choices. The HPE Project Supervisor oversees all grant activities, documents all expenditures, preparation of progress reports, ensuring all project goals met by the identified timeline. This position will be responsible for the direct supervision of HPE Technicians and/or HPE Specialists who are funded under the project. This position works directly with our Tribal community, Tribes, county officials, and funders to integrate and elevate the project and/or services offered within each grant. This position is also responsible for identifying and securing funding for future programing to address public health needs of our Tribal community. Within this position, the planning and implementation of all work is guided by the cultural, traditional values and practices of American Indians and Alaska Natives.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Supervisor I:
- Ensures compliance with the rules and regulations administered by the funder and United Indian Health Services (UIHS), Inc.
- Performs financial administration and reporting to funder and UIHS, through preparation and timely submission of grant applications and reports, development and adjustment of budgets, and coordination of allocating funds.
- Assists in the preparation and timely submission of grant applications, reporting, application amendments and budget modifications.
- Monitors/tracks the status of each goal/objective through grant timelines.
- Assumes responsibility for grant reporting, which includes assisting with assurance that all required tasks were completed in addition to ensuring all expenditures were finalized within grant award period.
- Supervises HPE project staff and identifies professional development and training opportunities for staff members.
- Assigns, delegates and leads project staff of requirements associated with the grant to ensure timely completion of grant activities.
- Oversees the development of departmental policy, procedures, and quality improvement activities within the clinic as directed.
- Attends organizational and grantee meetings and participate in project conference calls, ensuring prompt responses to all forms of communication between UIHS and the funding agency.
- Coordinates project meetings and other project activities. This includes communicating and collaborating with other UIHS staff and programs as needed to complete project activities.
- Arranges, organizes and/or provides individual or group programs or interventions through prevention and education activities to increase community, individual, staff knowledge or influence positive behavior outcomes.
- Assists with the development and maintenance of good working relationships with community and tribal organizations to achieve project goals and objectives.
- Assists the HPE Manager in the coordination of the Teen Advisory Group (TAG) program and the Community, Outreach, Resource, and Education (CORE) Coalition.
- Develops and disseminates culturally appropriate educational and informational materials, both printed and multimedia.
- Networks with other resources, including the California Rural Indian Health Board, Tribal Governments, Indian Health Services, and other Indian and non-Indian organizations, to assist UIHS in meeting their goals.
- Maintains a professional, organized, clean working environment by following organizational policies, guidelines, and safety standards.
- Adheres to accreditation, Health Insurance Portability and Accountability Act (HIPAA), compliance standards/guidelines, and UIHS Policies and Standard Operating Procedures (SOP).
- Must be willing to learn more about the American Indian culture and attend at least one Cultural Presentation/Training per year.
- Must be willing to work with American Indian/Alaska Native people and be sensitive to their culture.
- Performs all duties in accordance with UIHS Mission, Vision, and Guiding Principles.
Supervisor II:
This position will complete all the assigned tasks outlined in the Supervisor I category, in addition to the tasks outlined for Supervisor II.
- Creates and updates materials for staff, applicants, and grantees as needed; this includes a grants manual, workflows, online application instructions, due diligence process, and staff training materials.
- Develops health improvement activities and policies with community and tribal partners. This includes providing educational presentations/trainings and other technical assistance.
- In collaboration with the Electronic Health Record Department, designs, maintains and tracks data system management reports.
- Undertakes special projects as assigned by the Health Promotion and Education Manager and the Tribal Public Health Director.
- Directs the implementation of needs assessments which may include the following: focus groups, surveys (paper and electronic), community forums/meetings, key informant interviews, individual interviewing, etc.
- Identifies and secures new funding sources and identification of local partners.
- Provides training and guidance for staff to develop skills in: public speaking, material development, event planning, writing goals and objectives, reading a scope of work, evaluation, needs assessment, etc.
- Oversees collaboration of external evaluators, to ensure evaluation and data collection components of the grant are completed.
SUPERVISORY RESPONSIBILITIES:
- May directly supervise one to eight employees.
- Carries out supervisory responsibilities in accordance with the organization's policies and procedures, and applicable laws.
- Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

EDUCATION/EXPERIENCE: Educational degrees must be from a US Department of Education accredited school.
Supervisor I:
- High school diploma or equivalent and six (6) years of related experience related to health education, education services, clinical/health services, social services, or related field of work or Associate’s Degree (A.A.) and four (4) years of experience or Bachelor’s Degree (BA/BS) in a related field or a combination of education and experience.
- Minimal experience in supervising.
- Thorough knowledge of community health problems impacting Tribal communities, and existing methods of interventions to address the health education needs of the community.
- Experience working within the American Indian and Tribal communities preferred.
Supervisor II:
- High school diploma or equivalent and seven (7) years of related experience or AA and five (5) years of related experience or a Bachelor’s Degree (BA/BS) and two (2) years of related experience or a combination of experience, education, and certification equivalent and two (2) years of supervisory experience.
- Thorough knowledge of community health problems impacting Tribal communities, and existing methods of interventions to address the health education needs of the community.
- Experience working within the American Indian and Tribal communities preferred.
