Digital technology is one of the most fundamental drivers of changes this century. Digital not only provides new opportunities and challenges for development, but it is also fundamentally changing the context in which development is taking place. Since the launch of its first Digital Strategy in 2019, UNDP has been on an ambitious transformation journey to harness the potential of digital technology for development. We are now in the next phase of our digital transformation, implementing the UNDP Digital Strategy 2022-2025, which puts forth a vision to create a world in which digital is an empowering force for people and planet.

The Chief Digital Office at UNDP is leading this effort with the goal of embedding digital technology in the development projects that we implement, supporting government partners to build inclusive digital eco-systems, and transforming the organization internally to enable these changes.

Project Description

The Data to Policy project is designed to enhance the capacity of governments to harness data for informed policy and decision-making. Recognizing that data-informed policies are crucial for effectiveness, inclusivity, and sustainability, the project aims to make governments and societies more agile and prepared. As the volume of data continues to grow, many countries struggle to manage and leverage this resource effectively. This project addresses the urgent need for robust, needs-driven data collaboration and governance with a focus on people-centred approaches.

Central to the initiative is the Data to Policy Navigator (a comprehensive tool crafted to help government executives and policymakers understand and apply the principles of data-driven decision-making) and the Data to Policy Network (a peer-to-peer learning environment among policymakers).

The Communications Analyst for Data will be providing communications and advocacy support for the Data to Policy project.

Duties And Responsibilities

The Communications Analyst for Data will be responsible for the following duties:

  • Design, assess and update communications/advocacy strategy documents on data to policy, data governance and related data work, including refining key objectives, target audiences, and channels, as well as outlining work plans with a list of public-facing outputs.
  • Draft and coordinate the publication of thought pieces on data-informed policymaking, data governance and related data topics, which may include blogs, press releases, and news articles
  • Draft, review and copy edit content for knowledge assets and public-facing collaterals, such as policy briefs, use cases, communiques, website, digital community exchanges, newsletters, and presentations.
  • Support the planning, team participation and/or execution of virtual sessions for the Data to Policy Network and data related online and offline events/campaigns, which includes liaising with various stakeholders, developing assets and providing strategic feedback to the broader communications delivery team.
  • Update and maintain information management tools and resources (such as work pipelines and content posting calendars) and participate in weekly and ad hoc meetings with the Data to Policy team and stakeholders to ensure alignment on communications engagement and outputs.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement

The Communications Analyst for Data will report directly to the Digital Transformation Communications and Advocacy Manager within the Chief Digital Office and will have a matrix reporting line to the Data Lead.

Ability to manage communications internally and externally, through media, social media and other appropriate channels

Required Skills And Experience

Mininum education requirements:

  • Advanced university degree (Master’s degree or equivalent) in Communications, Media, Journalism, International Relations, or a related field is required, OR
  • A first-level university degree (bachelor’s degree) in the areas stated above in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Minimum Years Of Relevant Work Experience

  • A minimum of 2 years (with master’s degree) or 4 years (with bachelor’s degree) of experience in communications is required.

Required Skills

  • Demonstrated experience in project management.
  • Demonstrated experience in designing or implementing a communications strategy.
  • Demonstrated experience drafting thought pieces and/or blogs, press releases, or newsletters.

Desired skills in addition to the competencies covered in the Competencies section:

  • Demonstrated experience with editorial and multimedia production.
  • Demonstrated understanding of data and/or digital innovation.
  • Experience engaging with multiple diverse stakeholders.
  • Experience working with the UN or other large scale development organizations.

Required Language(s)

  • Fluency in English is required.
  • Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish), or a local language, is advantageous.
