Expected Outputs and Delivery Dates: 1) Inception Report & Work Plan - Description: Outline of the consultant’s approach, timeline, and methodologies (3–5 pages). - Deadline: Within 2 weeks of contract start. 2) Interim Progress Report - Description: Brief status update (2 - 3 pages), including initial findings and any prototype previews. - Deadline: 6 weeks from contract start. 3) Prototype Task Management System - Description: Working version demonstrating core functionalities, plus short technical note (3 - 5 pages). - Deadline: 10 weeks from contract start. 4) User Acceptance Testing (UAT) Report & Revised Prototype - Description: Summary of UAT feedback (2 - 3 pages) and updated system addressing user concerns. - Deadline: 14 weeks from contract start. 5) Final Task Management System & User Manual - Description: Fully functional system with comprehensive user guide (5 - 10 pages, including screenshots). - Deadline: 20 weeks from contract start. 6) Final Consultancy Report - Description: Overall summary (5 - 8 pages) of achievements, lessons learned, and recommendations. - Deadline: End of contract (approximately 24 weeks from start). Performance indicators: Timeliness and Reliability • Indicator: Adherence to agreed-upon deadlines for all deliverables (e.g., inception report, progress updates, prototype, final system). • Measure: All outputs submitted on schedule or with minimal, justified delays. Quality of Deliverables • Indicator: Clarity, completeness, and accuracy of reports, documentation, and system outputs. • Measure: Positive feedback from DCO stakeholders on the readability, relevance, and usability of deliverables; minimal required revisions post-submission. Technical Competence • Indicator: Demonstrated expertise in customizing the Task Management System and conducting data analysis/visualization. • Measure: Smooth functionality of the prototype and final system, with minimal unresolved technical issues; alignment with best practices in data management. Responsiveness to Feedback • Indicator: Willingness and ability to integrate comments and suggestions from DCO team and end-users in a timely manner. • Measure: Revised outputs or updated system features address feedback comprehensively and improve overall user satisfaction. User Satisfaction and Utility • Indicator: Effectiveness of training materials, user guides, and overall user experience with the Task Management System. • Measure: Positive feedback from training participants, reduced number of support queries, and successful user acceptance testing (UAT). Collaboration and Communication • Indicator: Active, professional engagement with DCO staff and stakeholders, including regular progress updates and clear communication of challenges or changes. • Measure: Maintained weekly or bi-weekly check-ins (as required), with transparent sharing of work progress and prompt resolution of issues.

Duties and Responsibilities
Pursuant to General Assembly Resolution A/RES/72/279, the United Nations Development Coordination Office (DCO) was established as a stand-alone coordination office within the UN Secretariat, assuming managerial and oversight functions of the Resident Coordinator (RC) system under the collective ownership of the United Nations Sustainable Development Group (UNSDG). Under the reformed UN development system, the reinvigorated RC system has created new frameworks, instruments, tools, and platforms to strengthen coordination, enhance accountability, and improve transparency regarding the UN’s collective support to Member States. Among these tools is the online platform UN INFO, which facilitates data harmonization and demonstrates the collective contributions of UN Country Teams (UNCTs) toward the 2030 Agenda. Within this context, DCO aims to further develop its digital capacities to manage and track tasks more efficiently, strengthen data management practices, and enhance its ability to analyze and report on key activities. The objective of this consultancy is to engage a Junior Digital Solutions Analyst who will facilitate the customization and implementation of the Task Management System and provide additional support in data collection, analysis, and reporting through the use of Digital Solutions. By enhancing both task coordination and data-driven decision-making, this consultancy will help DCO effectively coordinate support to the UN development system at large. Work assignment Under the overall guidance of DCO’s designated manager, the Junior Digital Solutions Analyst will undertake the following tasks: 1) System Requirements Gathering and Planning - Conduct stakeholder consultations with the DCO Front Office, relevant DCO teams, and selected end-users to confirm specific functional requirements for the Task Management System and other digital solutions. - Examine the existing tools (e.g. from OCHA and EOSG) to understand its architecture, data model, and functionalities; identify key features to be adapted for DCO’s needs. - Explore how AI applications can be deployed within the DCO enterprise environment within the digital tools that are developed - Prepare a work plan with clear milestones, deliverables, and timelines for the system’s customization, testing, and rollout. 2) Task Management System Customization - Using insights from the requirements-gathering phase, configure or develop new features to address DCO’s workflow, reporting, and data visualization needs. - Coordinate with relevant technical focal points (e.g., ICT colleagues) to ensure compatibility of the system with DCO’s existing digital infrastructure, including security measures and user authentication protocols. - If needed, integrate third-party or open-source components for advanced functionality (e.g., automated notifications, dashboards). 3) Methodology and Implementation - Employ an iterative development approach (e.g., Agile methodology), establishing regular feedback cycles with DCO users to test prototypes and refine system functionalities. - Document the customization process thoroughly, including system architecture changes, database schema updates, and relevant configurations. - Collaborate with the development team or other experts, as necessary, to resolve technical issues and maintain alignment with best practices. 4) Data Collection, Cleaning, and Analysis - Identify and compile raw data sets from relevant sources (e.g., UN INFO, CCA documents, Cooperation Framework data) that the Task Management System or other digital solutions may interface with or reference. - Clean, validate, and format data to ensure accuracy, consistency, and security—particularly if any data is intended for analytics or reporting within the system. - Utilize analytical tools (Excel, Power BI, Tableau, GIS, or other software) to produce data-driven insights for DCO teams, as requested. 5) Reporting and Visualization - Develop or enhance reporting modules that generate tables, charts, graphs, or other visual outputs to facilitate monitoring of tasks and deliverables across DCO. - Propose and implement user-friendly dashboards for senior leadership to track high-level progress and performance indicators. - Ensure that any analytics or reporting features comply with relevant data protection policies and confidentiality requirements. 6) User Training and Documentation - Prepare comprehensive user guides, instructional videos, or quick-reference materials that detail how to operate the Task Management System. - Organize remote training sessions for DCO staff to demonstrate key functionalities, such as creating tasks, updating task statuses, and generating reports. - Develop FAQs and troubleshooting guides, enabling DCO teams to resolve common issues independently. 7) Quality Assurance and Final Deliverables - Conduct system stress tests and data quality checks to identify and resolve performance bottlenecks, bugs, or inconsistencies. - Implement feedback from user acceptance testing (UAT) rounds to enhance usability, reliability, and efficiency of the platform. - Prepare a final report summarizing system development, lessons learned, recommended improvements, and a handover plan for long-term maintenance. 8) Meetings and Consultations - Attend meetings with DCO management, technical teams, and any external partners critical to the successful rollout of the Task Management System or other digital solutions. - If required and subject to DCO’s prior approval, undertake travel to attend on-site workshops or user-training events, in line with UN guidelines. Throughout these tasks, the consultant/contractor is expected to maintain frequent communication with the supervisor and relevant stakeholders, ensuring timely updates on progress, addressing emerging issues, and aligning deliverables with DCO’s strategic objectives. Total Duration: 6 months (with a possible 3-month extension, subject to performance and funds).
Qualifications/special skills
A first-level university degree (Bachelor’s degree or equivalent) in computer science, data science, information management, statistics, or a related field, is required. A technical diploma in combination with additional years of relevant experience (as indicated below) may be accepted in lieu of the Bachelor’s degree requirement. For candidates holding a Bachelor’s degree: At least two (2) years of relevant professional experience in data analysis, information management, digital solutions, or related fields, is required. For candidates without a Bachelor’s degree but holding a technical diploma: At least four (4) years of relevant professional experience in the areas mentioned above, is required. Demonstrated experience in developing or customizing digital platforms and/or in data cleaning, analysis, and visualization is highly desirable. Proficiency with common data management and office software (e.g., Excel, PowerPoint), is required. Familiarity with data visualization tools (e.g., Power BI, Tableau) and/or programming languages (e.g., Python, R, SQL) is an advantage. Experience with results-based management or project management frameworks is an asset.
Languages
Fluency in English (written and oral) is required. Knowledge of another UN official language is considered an advantage.
Additional Information
The consultant’s primary duty station will be Amman, Jordan. Consideration may be given home-based/remote or hybrid arrangements, subject to operational needs and the consultant’s availability.
