Position Purpose and Objectives:

Under the direction of the Vice President of Energy Resource Planning, the Energy Analyst will work with United Power business units and external stakeholders to support power supply reporting, visualization and analysis. In this role you will support efforts that will inform generation portfolio, risk management, and energy market strategy decisions.

Essential Job Functions:

  • Develop metrics, reports, and dashboards to support energy market business decisions and risk mitigation strategies.
  • Provide analysis that will support regulatory filings (Clean Energy Plan, Integrated Resource Plan, Resource Adequacy, Renewable Portfolio Standards).
  • Ensure loads, resources and periodic transmission requests are up to date
  • Continuously identify, prioritize, and rectify errors, inconsistencies, and redundancies within the data.
  • Provide technical, analytical, and reporting support to internal business units and external entities.
  • Provide analytical support through the Request for Proposals (RFP) process for procuring electric power supply.
  • Research, analyze, and make recommendations regarding proposed legislation, regulatory changes, power supply contracts, and energy transactions that impact the generation portfolio.
  • Ensure compliance with policies and regulatory requirements, including resource adequacy, risk management, and reliability.
  • Provide power supply cost forecasts to support financial planning processes as well as interfaces with United Power energy schedule agent.
  • Performs other duties as may be requested or assigned to meet the needs of United Power in the interest of good management practice.
  • Support settlement quality control processes through the comparison of power supply planned usage with after the facet settlement values.
  • Ensure milestone dates and contracted energy obligations defined in purchased power agreements are met.
  • Creates, expands and maintains professional and productive working relationships with peers and stakeholders. Works collaboratively with colleagues and fosters a spirit of cooperation and inclusion in the workplace.

Minimum Qualifications:

Must possess a valid Colorado’s driver's license or the ability to obtain one. Must have the ability to travel throughout service territory for member and business meetings.

Energy Analyst I

Possession of a bachelor's degree from an accredited college or university in a highly analytical field, such as engineering, finance, economics, accounting, science; or practical equivalent experience working in power markets may be substituted for formal education.

Energy Analyst II

Possession of a bachelor's degree from an accredited college or university in a highly analytical field, such as engineering, finance, economics, accounting, science; and four (4) years’ experience, or practical equivalent experience working in power markets may be substituted for formal education.

Knowledge, Skills and Abilities:

  • Familiarity with methods, techniques, principles, and practices used in power supply planning and contracts, electric utility economics, risk management, ratemaking, financial planning, and project development/management
  • Process improvement and change management experience
  • Excellent organizational and communication (oral, written, presentation, and facilitation) skills with the demonstrated ability to interact with all levels inside and outside of the Company
  • Demonstrated ability to use computer software programs (e.g., e-mail, word processing, spreadsheet, and project management)
  • Demonstrated strong problem-solving skills and the ability to work with others to find solutions to customer requests
  • Knowledge of the electric utility industry
  • Ability to work effectively in a diverse work environment

Supervision Received and Exercised:

Receive broad guidance and direction from the Vice President of Energy Resource Planning. Directs and manages projects where the work is assigned to internal personnel or external contractors.

Problem Solving:

Provides technical solutions to a wide range of difficult problems. Solutions are imaginative, thorough, practicable and consistent with organization objectives.

Discretion/Latitude:

· Works under only general direction. Independently determines and develops approach to solutions. Works are reviewed upon completion for adequacy in meeting objectives.

· Decisions are made within the guidelines provided by management regarding modification to processes, workflows, purchases and prioritizing projects.

· The position has the ability to make decisions regarding how to manage time at work.

Impact:

Contributes to completion of specific programs and projects. Failure to obtain results or erroneous decisions or recommendations would typically result in serious project delays and considerable expenditure of resources.

Liaison:

· Frequent inter-organizational and outside customer contacts. Represents organization in providing solutions to difficult technical issues associated with specific projects.

· Frequently interacts with contractors at consruction meetings, in person or on the phone to discuss designs, and pre-construction meetings or site visits.

· Frequently interacts with government officials/inspectors by phone or by email.

· Frequently interacts with other employees, in person, over the phone or email to discuss projects, procedures and member needs.

Essential Physical & Mental Requirements:

  • Thirty percent (30%) is spent standing. Must be able to lift and/or carry approximately 25 lbs. when taking required equipment to vehicle or job site. Must be able to push and pull up to 50 lbs. when opening and closing cabinets, doors, and file drawers.
  • Must be able to operate controls while driving a vehicle.
  • Must be able to climb stairs or into a truck, or on occasion, make short climbs in mountain terrain at a job site.
  • Must have excellent balance when sitting, standing, or walking.
  • Must be able to stoop or kneel when getting into file drawers in the office or when on a job site with a customer.
  • Must be able to reach and use hands, arms, and fingers when driving a vehicle and working at a desk.
  • Must be able to talk clearly in an ordinary tone and hear ordinary conversation while working with customers and employees.
  • Must have adequate close-up vision for reading and writing. Must have distance vision accommodation, depth perception, color vision and field of vision when driving a vehicle.
  • Must be alert, precise, analytical, ingenuous and persuasive. The required tasks also demand initiative, problem solving ability, and good judgment; alertness, persuasiveness, patience, and excellent communication skills, both oral and written; a good memory, concentration, reasoning, imagination, visual discrimination, aesthetic sense, and spatial perception.

Working Conditions:

· The worker is subject to inside environmental conditions: Protection from weather conditions but not necessarily from temperature changes.

· The worker is subject to outside environmental conditions: No effective protection from weather.

· The worker is subject to both environmental conditions: Activities occur inside and outside.

Typical Hiring Manager:

Pay 18: $91,300 - $100,190 annual salary

Pay 19: $97,700 - $112,245 annual salary
