Position Purpose and Objectives:

The Treasury and Financial Risk Manager is responsible for managing an organization's financial resources, including financial risk management strategies. This role requires a financial professional with strong skills in treasury and financial risk management, internal auditing, strategic thinking, and finance. 

Essential Functions and Responsibilities:

  • Performs all functions related to daily cash management including but not limited to; approving wire transactions, initiating short-term draws and repayments, and determining appropriate short-term investment strategies
  • Manages long-term debt including, but not limited to; private placements, repricing, repayments, and amortization schedules
  • Manages bank relationships including those with escrow agent(s)
  • Maintains relationships and oversees engagements with rating agencies and investors
  • Manages all aspects of short-term credit facilities (lines of credit) including renewals and extensions
  • Manages letter of credit facilities and issuance of letters of credit as needed
  • Analyzes variances in treasury-related budget line items
  • Identifies opportunities and implements treasury-related business process improvements
  • Develops and supports treasury policies, procedures, and controls including developing, implementing, and maintaining processes to ensure funds are available to process timely payments for obligations
  • Tracks cash investment activities and troubleshoots daily transaction issues
  • Enhances and manages the corporate cash flow forecasting process
  • Develops and leads hedging programs to mitigate financial risk from interest rate fluctuations
  • Assists in identifying financial risk, developing complex mitigation strategies
  • Leads the planning and execution of borrowing strategies for short-term and long-term debt; develops debt schedules and related interest accrual calculations
  • Oversees the corporate debt facilities to ensure compliance and adherence to established treasury guidelines
  • Prepares monthly journal entries for debt, cash, and investment transactions
  • Performs functions related to allocation and retirement of patronage capital
  • Records and reconciles receipt of allocations and retirements of patronage capital from other organizations
  • Supports the administration of grants and grant accounting
  • Supports the annual corporate insurance renewal and any related requests or audits throughout the year
  • Supports annual audit and tax preparation process
  • Develops and leads internal audit function implementing and monitoring compliance with robust internal controls
  • Creates, expands and maintains professional and productive working relationships with peers and stakeholders. Works collaboratively with colleagues and fosters a spirit of cooperation in the workplace
  • Performs any other related duties as may be requested or assigned to fulfill the needs of United Power in the interest of good management practice

Supervision Received and Exercised:

Receives general guidance from the Assistant Controller and/or Chief Financial Officer.

Education, Training and Experience:

Bachelor’s degree in Finance, Accounting, Business or Economics plus five (5) years of experience in treasury, corporate finance, auditing or related area

Desired Experience:  Master’s degree.

Problem Solving:

Works on assignments that are complex, where judgment and analysis are required to resolve problems and make recommendations.

Discretion/Latitude:

Works under general supervision. Assignments are received in the form of results expected. Suggests alternative solutions.

Impact:

Errors in judgment or failure to achieve results would normally require a significant amount of time and effort to fix.

Liaison:

Majority of the time will be spent interacting with internal contacts, on specific tasks may work with external contacts.

Essential Physical & Mental Requirements:

  • Majority of time requires sitting, bending at neck, waist, legs, and arms; twisting body; and changing positions at will. Occasional driving, standing, walking, stooping, bending, kneeling, and reaching.
  • Requires repetitive motions with hands and fingers such as keyboarding, use of telephones, cellphones, etc.
  • Requires close vision, distance vision, color vision, peripheral vision, depth perception and the ability to focus.
  • Work requires close attention to detail and accuracy and is varied nature with regular interruptions.

Working Conditions:

This job is performed inside an office building at normal temperature ranges one hundred percent (100%) of the time.  Noise level is fifty to sixty (50-60) decibels (normal conversation) for a couple of hours per day. Work is subject to regular hours, with the exception of tight deadlines where irregular hours may be required.

Typical Hiring Range: $107,000 - $123,600
