Primary Purpose
The Labor Compliance Specialist is responsible for the comprehensive management of prevailing wage labor hours, ensuring timely and accurate submission of payroll data in compliance with governmental regulations. The specialist will gather, validate, and process daily prevailing wage labor information, submitting reports to the Payroll Department. This role collaborates closely with Payroll, Operations, Sales, and other departments across the organization to maintain strict compliance with labor laws, enhance process efficiency, and support the integrity of wage data across multiple systems.
Essential Functions
- Report Generation & Monitoring:
- Generate and monitor daily and weekly reports confirming prevailing wage orders for dispatch.
- Ensure accurate tracking and processing of required prevailing wage hours.
- Data Collection & Verification:
- Request, collect, and verify daily and weekly prevailing wage hours from Operations, ensuring timely submission of data.
- Ensure accuracy of service tickets, daily time tracking, and prevailing wage timecards for payroll processing.
- Resolve discrepancies or variances in wage data by collaborating with Operations personnel.
- Data Entry & Payroll Processing:
- Accurately enter prevailing wage hours into the payroll system on a weekly basis.
SUPERVISORY RESPONSIBILITIES
This position has no supervisory resposibilities.
Qualifications
EDUCATION:
High school diploma or GED; bachelors degree preferred
Experience
Minimum of 3 years payroll experience in a fast-paced environment
Minimum of 2 years payroll/accounting experience with in-depth prevailing wage and labor compliance
Minimum of 3 years experience utilizing multiple systems for payroll processing such as UKG, Kronos, APD and Points North
ADDITIONAL KNOWLEDGE, SKILLS, AND ABILITIES
- In-depth knowledge of payroll and prevailing wage payroll processes, including time entries, billing, and wage compliance.
- Strong background in prevailing wage and labor compliance processes.
- Experience processing payroll for 3,000 employees, including both hourly and salaried positions.
- Strong understanding of prevailing wage laws, government compliance requirements, and labor regulations.
- Advanced Excel skills for data manipulation, reporting, and analysis.
- Excellent verbal and written communication skills, with the ability to work across departments and at all organizational levels.
- Strong attention to detail, organization skills, and the ability to prioritize tasks in a fast-paced environment.
- Ability to assess current payroll processes and recommend system or process improvements.
- Proficiency with electronic timekeeping and payroll systems used in the construction industry.
- Strong problem-solving skills and ability to work both independently and in a team environment.

At United Site Services, our salary ranges reflect the minimum and maximum base pay for the posted position applicable to all locations across the US. Within the posted salary range, individual pay is determined by the geographic location, job related skills, experience, education, and certifications. Our total compensation package includes base pay plus a comprehensive benefits program.
