Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. Rock Island is located in the southwest corner of Quad Cities in western Illinois on the Mississippi River, 165 miles west of Chicago and between Minneapolis and St. Louis, sitting on 946 acres between the cities Davenport and Rock Island. It is one of the largest weapons manufacturing arsenals. Responsibilities Serve as a project lead for the DEVCOM Chemical Biological Center (CBC) Industrial Base Analysis Capabilities (IBAC) Branch. Perform the duties of a project manager in determining program requirements and making recommendations, developing recommendations, improvements and policies related to CBC’s IBAC mission development, strategy and execution. Work with the Assistant Secretary of Defense for Industrial Base Policy’s ASD (IBP) Industrial Base Analysis and Sustainment (IBAS) Program staff and other activities in performing a variety of assessments and research. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled. This definition of specialized experience is typical of work performed at the second lower grade / level position in the federal service (GS-07). OR Education : Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
