Summary You will serve as a HUMAN RESOURCES SPECIALIST (RECRUITMENT & PLACEMENT) in the RECRUITMENT & PLACEMENT DEPT A of FLEET HRO NORFOLK. Responsibilities You will provide a full range of highly complex staffing advisory and program administration services for assigned commands. You will provide input to serviced organization for short and long-range analysis of civilian personnel staffing requirements and resources. You will develop solutions and strategies to recruitment and retention problems integrate a variety of flexibilities. You will provide guidance and expertise to manager and employees on all phases of recruitment / placement process. You will advise employees and management on matters relating to the overseas program. Requirements Conditions of Employment Qualifications To qualify for a HUMAN RESOURCES SPECIALIST (RECRUITMENT & PLACEMENT), GS-0201-12, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following : Experience serving as a consultant to management on all recruitment, placement, and pay setting actions. Experience resolving moderately complex recruitment / placement problems for multiple commands / multi-mission commands encompassing the placement of General Schedule (GS) and Federal Wage System (WG, WL, WS, etc.) positions. Experience analyzing and evaluating organizations' current staffing situation including turnover, vacancies, and current recruiting strategies to resolve moderately complex staffing problems. Experience providing regulatory advice on processing request for personnel actions in accordance with Federal civilian pay setting policies and determining appointing authorities. Experience preparing and presenting findings, recommending and / or carry out specific actions regarding difficult issues and developing / providing program training and / or instructions; Experience utilizing Word, PowerPoint Excel, Access and components of the Defense Civilian Personnel Data Systems (DCPDS) and other HR database systems to query, retrieve and / or analyze information in order to complete assignments. Specialized experience must demonstrate the following : Experience serving as a consultant to management on recruitment, placement, and pay setting actions. Experience in performing position analysis to include locating, analyzing and applying qualification standards for recruitment actions. Experience discussing recruitment strategies with management and communicating hiring flexibilities to serviced organizations to resolve staffing issues. Experience assisting in preparing and presenting findings, recommending and / or carry out specific actions regarding issues and developing / providing program training and / or instructions; Experience utilizing Word, PowerPoint Excel, Access and components of the Defense Civilian Personnel Data Systems (DCPDS) and other HR database systems to query, retrieve and / or analyze information in order to complete assignments.
