Summary You will serve as a PROGRAM ANALYSIS OFFICER (DIRECTOR for the REQUIREMENTS & WARFARE DEVELOPMENT) in the REQUIREMENTS & WARFARE DEVELOPMENT DIRECORATE (N8) of COMSUBFOR. Responsibilities You will be responsible for developing a consensus among the stakeholders of the Undersea Enterprise, inclusive of all undersea platforms, payloads, sensors and the sea-based strategic deterrence forces and weapons systems. You will be responsible for developing requirements for capability wholeness in the context of various governing upper echelon instructions and / or strategic guidance to meet operational requirements of Combatant Commanders. You will conduct warfighting risk assessments of proposed changes to programs of record and collaborate across the USE community to vet courses of actions and recommendations to USW senior flag leadership to support or reclama proposed changes. You will develop the annual USE priorities for Military Construction (MILCON), Special Projects, and Unspecified Minor Construction (UMC) for shore infrastructure requirements. You will be responsible for the development and coordination of the Submarine Distribution Plan to inform and influence the Strategic Laydown and Dispersal of undersea warfare platforms. You will provide representation to CPF and USFF N8 / N9 Directorates in various working groups with the purpose of advocating for warfighting capability and financial programming requirements of COMSUBLANT / CSF at all classification levels. You will provide decision support analyses and populated PPBES POM exhibits for Annual Program Requirements Review briefs, POM Integrated Priority List (IPL) and Integrated Prioritized Capability List (IPCL) inputs. You will provide support for the assessment of acquisition gate reviews, assessment of the annual front-end-assessments, and conduct reviews of acquisition requirements documentation. You will serve as the CSF principal advisor for the planning and programming phases of the PPBES process in support of CSF’s responsibilities as the lead type commander and undersea domain lead for undersea warfare. You will identify and recommend issues to the CSF Executive Director that need to come before the USW CEB (Commander Executive Board) for direction or decision and provide logistics and administrative decision-support to USW CEB meetings. You will perform a full range of personnel management functions and have direct administrative and technical supervision of both military and civilian employees. Requirements Conditions of Employment Qualifications To qualify for the PROGRAM ANALYSIS OFFICER, GS-0343-15, position, your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following : Experience with the Navy's Planning, Programming, Budgeting, and Execution System (PPBES) process to affect the inclusion of the findings of analytical products, POM priorities, and USW CEB. Experience with the DOD Program Objective Memorandum (POM) processes and their respective interfaces. Experience with the Navy's Infrastructure and Facilities Management mechanisms to integrate with the Strategic Laydown and Dispersal process. Experience with the Joint Capabilities Integration and Development System (JCIDS) in the requirements generation and validation process. Experience with the Navy and Defense acquisition process and organizational structures. Experience with the traditional and accelerated acquisition processes (i.e., Rapid Prototyping, Experimentation, Fielding, Emergent Operational Needs) and stakeholders.
