Summary You will serve as a PURCHASE CARD PROGRAM MANAGER in the COMPLIANCE AUDIT BRANCH, COMPLIANCE AUDIT & STRATEGIC ANALYSIS DIVISION, SUPPLY DEPARTMENT of PORTSMOUTH NAVAL SHIPYARD. Responsibilities You will serve as the technical representative and liaison between PNS and other agencies on all matters relating to the Purchase Card Program. You will work closely with the GSA and the issuing bank when establishing new accounts, terminating old accounts, transferring Cardholders, and overriding vender SIC codes, etc. You will serve as central point of contact to answer questions and assist both Purchase Card Program participants and vendors on various purchase procedures, vendor participation, sales tax, SIC codes, etc. You will maintain an in-house database of all Cardholders, Approving Officials (AOs), and a database detailing the transactions and statistical data. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of Specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following :

  • Experience applying analytical and evaluative skills to effectively and efficiently manage, as a Subject Matter Expert (SME), for the Purchase Card Program.
  • Experience establishing and maintaining appropriate data to support random audits of Purchase Card transactions by the Internal Review Office, Naval Audit Service, NAVSEA IG, and the issuing bank.
  • Experience providing policy interpretation to resolve questions and problems.
  • Experience developing, implementing, and administering training plans for all Purchase Card Program participants.
