Summary You will serve as a SUPERVISORY INFORMATION TECHNOLOGY SPECIALIST (PCYPLN) in the EXECUTIVE DIRECTOR, CHIEF OF STAFF of COMMANDER US FLEET FORCES COMMAND. Responsibilities You will provide for the development of command and management policy regarding rapidly evolving C4I / IT automation within the Atlantic Fleet, and the Navy wide systems and programs. You will foster and maintain strategic plans. You will evaluate policy needs and create and execute policies that govern IT operations and activities. You will provide policy guidance to IT management, the workforce, and the customers regarding voice, audiovisual, and information. You will identify existing and future business conditions and obligations, organizes programs and funding request for the command. You will formulate IT investment assessments and oversees IT investment portfolios. You will determine metrics to measure and assesses network and software systems performance. You will originate innovative solutions and develops policy, concepts, and techniques that improve the employment of C4I / IT technology available Navy-wide. You will be directly responsible for the supervision of assigned personnel and an annual budget (exclusive of military and civilian personnel) in excess of $60 million dollars. You will manage the civil service award program for the department and approves promotion, hiring, and problem resolution actions for assigned personnel. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following : Holding a critical management role in the development, implementation, and management of business requirements for US Navy and C4I information technology (IT) systems. Leading the deployment and management of end-user US Navy and C4I IT and communications support services. Overseeing all project management aspects of large-scale IT projects and implementations to include staff allocation and internal / external resources. Evaluating changes needed to the network based on new application and security technologies or threats and developing solutions. Developing and updating customer support policies and procedures supporting enterprise level US Navy and C4I IT platforms, applications, and securities. Your experience must reflect skill in the following areas : attention to detail, customer service, oral communication, and problem solving.
