Summary You will serve as a SUPERVISORY IT SPECIALIST (PLCYPLN) in the Budget / Contracts Support Branch 10931, Information technology (IT) Business Division 1093, Information Technology & Cyber Security Office 109 of NORFOLK NAVAL SHIPYARD. Responsibilities You will provide IT Budget processes to include the budget planning and development, budget submission, budget execution, tracking, budget reconciliation and budget data calls. You will provide policy direction to IT management, staff and customers. You will develop detailed programming and financial planning justification and documentation for inclusion in the Program Objectives Memorandum (POM), Program Review (PR) and future-Year Defense Program (FYDP) budget submissions. You will plan, execute, and supervise the Branch in the provision of optimum procurement services to requestors within resource allocations and budget limitations. You will perform contract management for services, maintenance and subscription contracts and Contract Officer Technical Representative (COTR). You will find and implement ways to eliminate or reduce significant bottlenecks and barriers to productions, promotes team building, or improves customer relations practices. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following : 1. Experience in applying financial management analysis as it relates to the shipyard structure, programs, mission, and function of both mission and reimbursable funded organization. 2. Experience with the Congressional Budget Process and thorough understanding of related Presidential and Office of Management and Budget policies, directives, and regulations. 3. Experience in management and oversight of IT procurement including monitoring long-range budget forecasts and plans, performs of contract management for services, and maintenance and subscription contracts. 4. Experience in and thorough knowledge of IT concepts and terminology sufficient to managing the organization's IT resources, and the formulation and dissemination of IT procurement, budget, and material management policies and plans needed to support the mission of the shipyard. 5. Experience with and understanding of the Clinger-Cohen Act (Definition of IT equipment) and perform as NAV-ITAS Organization level SME for Clinger-Cohen Act / Title 40 reviewer by ensuring that all IT requests meet the requirements of the law. 6. Experience with and a thorough knowledge of procurement and credit card regulations are required in the following : DON Purchase Card Program Desk Guide; Simplified Acquisition Procedures, NAVSUPINST 4200.94; Federal Acquisition Regulation (FAR) Part 13; Defense Federal Acquisition Regulations (DFAR) Supplement, Part 213; Federal Management Regulation (FMR), Volume 5, Chapter 33; Navy Acquisition Procedures Supplement 5213; General Services Administration (GSA) Smart Pay Contract GS-23F-98006. Your experience must reflect skill in the following areas : attention to detail, customer service, oral communication, and problem solving.
