Summary You will serve as a SUPERVISORY NUCLEAR PRESERVATION ASSESSMENT IMPROVEMENT COORDINATOR in the Quality Assurance Manager (Code 900Q), Production Department Analysis & Business Manager (Code 900A), Production Resources Department Manager (Code 901), Production Resources Department (Code 900) of NORFOLK NAVAL SHIPYARD. Responsibilities You will review, approve, and direct work operations in the execution of a project within an assigned zone of work. You will take necessary actions to achieve cost and schedule commitments. You will plan work to be accomplished by subordinates, set and adjust priorities, and prepare schedules for completion of work. You will conduct internal program, process and ship overhaul audits to identify quality problems and opportunities for improvements. You will develop / revise audit plans, assemble and train audit team members, direct audit evolutions, prepare reports, and conduct follow-up to assure corrective actions have been implemented. You will conduct investigations of reported equipment / system failures to identify responsible parties, root causes and corrective actions needed to prevent recurrence. You will provide production support for investigations identified by damage and waste, guarantee of industrial work and chronic quality problems requiring utilization of a failure analysis team. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following : Experience implementing extensive administrative experience with nuclear production trade work and technical methods, procedures, materials and processes associated with the repair and overhaul of complex any vessels. Experience with quality assurance concepts, principles, and methodology. Experience applying naval shipyard policies and procedures as related to such functional areas as engineering, planning, production, and administration. Experience wide range of complex products used in ship repair. Experience applying knowledge of shipboard mechanical systems and work practices. Experience applying audit, investigative and analysis methods and techniques. Experience interpreting drawings, plans, and a large variety of product specifications related to ship repair, maintenance and overhaul. Experience managing a project that involves directing federal wage system and general schedule employees. Experience in project management, quality control, cost control, schedule control, and work flow control techniques. Experience in oral and written communication to conduct effective personnel interview and training classes and prepare clear informative written reports.
