DutiesThe Chief Medical Officer leads engagement efforts to investigate ways to better protect USAID staff, the Agency's facilities and developing policies to help reduce the spread of COVID-19 and other communicable diseases among the USAID workforce.Expert consultant providing advice and guidance on undefined issues and elements for programs essential to USAID's operations, such as major public health programs of national and international scope and impact.Coordinates on critical interdisciplinary issues and emerging technical priorities and technical policy development to implement policies and initiatives that plan for and respond to major health issues impacting operations and / or personnel.Actively engages in stakeholder consultations to incorporate the latest and most contextually appropriate knowledge into agency approaches to advance the objectives of operational readiness, specifically occupational health readiness and response.Works to improve knowledge, skills and abilities of staff throughout the Agency to implement health practices and protocols to keep the work environment safe.Leads development of guidance, advice, tools, and resources to implement preventive aspects of medicine as applied to the worker and in relation to the work environment.Requirements Conditions of EmploymentUnited States Citizenship is required.Relevant experience (see Qualifications below).Must be able to obtain and maintain a Secret clearance.Males born after 12 / 31 / 1959 must be registered with the Selective Service.You may be required to serve a one year probationary period.Direct Deposit / Electronic Funds Transfer is required.These are Testing Designated Positions (TDP's) under the Agency's approved Drug-Free Work Place Program. QualificationsDirect Hire Authority : This position is being filled using 5 U.S.C 3309-3318 or 5 CFR part 211 and part 337, subpart A, which is the OPM approved government-wide direct hire authority.This position has a specialized experience and a positive education requirement. Transcripts are required.An active US medical license is also required.You must submit copies of your transcripts and medical license to be eligible for consideration for this position.Specialized Experience : GS-15 : In addition to the education requirement, you MUST have completed 5 years of residency training in the specialty of the position to be filled or equivalent experience and training equivalent to the GS-14 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes : (A) Supervisory Physician experience with direct involvement with managing, developing and coordinating a comprehensive clinical, preventive, and public health approach to health programs. (B) Develop and implement guidelines, standards, policies, and procedures. (C) Demonstrate knowledge in supervisory and budget management principles in order to effectively recruit and manage a diverse staff, achieve Agency objectives and manage resources. (D) Develop and implement data collection and evaluation activities to perform program evaluation. Provide guidance, advice and expertise in a team environment.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
