Job Summary
The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff. The CAO organization comprises more than 650 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, childcare, food and vending, procurement, logistics and administrative counsel.
The incumbent oversees the daily operations of the Office Design and Move Services Modular Services Unit (MSU), ensuring the efficient execution of modular furniture services for the U.S. House of Representatives (House), Office of Logistics and Support. Responsibilities include monitoring all modular activities, developing management policies and accountability procedures, enhancing customer service, and leading workforce planning and development efforts.
Key duties include managing modular furniture warehousing and installation services, overseeing inventory control, central receiving, and asset transfers/movements within the warehouse. This role also involves leading project planning, staff scheduling, coordination, and installation processes while ensuring the implementation of preventative maintenance schedules. Additionally, the position serves as the primary point of contact for all transition-related services, ensuring seamless operations and effective communication across all phases.
Additional duties and special projects may be assigned. This position carries day-to-day supervisory and managerial responsibilities.
Primary Duties/Responsibilities
Department Leadership & Strategic Oversight
- Lead and manage the Modular Services Unit, ensuring alignment with organizational goals and industry best practices while maximizing efficiency and productivity.
- Assess long-term departmental needs and develop strategic plans to improve operational efficiency utilizing new technologies and best practices.
- Served as an oversite on the planning, coordinating, and monitoring activities of the various house-related modular projects, office redesign and rearrangements, office visit consultations, and renovation requests efficiently and effectively, resulting in successful outcomes for stakeholders and customers.
- Plan, schedule, and process requests for CAO project-related activities, tracking and monitoring progress to ensure activities are on target according to schedule and resources.
- Provide expert assistance and adept guidance in administering, managing, and evaluating house-related projects.
- Assist the Director and ODMS Management team in developing project oversight plans and provide valuable input to ensure successful outcomes.
- Manage modular furniture inventory and track stock levels to ensure proper distribution and surplus of items received for recycling or disposal.
- Assist with all Departmental training initiatives for the Office Design & Move Services policies, procedures, and processes.
Coordination, Innovation, and Modular Services
- Provide oversight and lead the process for requests into an automated tracking system, submitting requests to other logistic directorate staff to ensure the accuracy of project requests.
- Evaluate and assess modular furniture requests for design and labor and provide thorough analysis and review to ensure resources are allocated to support the project.
- Oversee contracted services for office renovation requests and labor.
- Assists in planning and execution activities related to the bi-annual transition and determines resource needs.
- Provide long-range planning and analysis of project operations and prepare recommendations for implementation of project processes.
- Assist the Director with formulating, tracking, and monitoring the budgets for high-level projects, including modular furniture labor, design, and relocation costs, and ensure other compliance as well.
- Establish and enforce standards and quality control measures, ensuring compliance with building codes, accessibility standards, and organizational design guidelines.
- Develop and implement strategies across multiple projects, ensuring consistency and quality.
- Develop maintenance and sustainability strategies for furniture assets.
- Establish and enforce installation standards and quality controls, ensuring proper office installations, reconfiguration, and maintenance of office furniture.
- Manage vendor relationships for furniture procurement, ensuring cost-effective, high-quality solutions.
- Ensure teams adhere to warehousing guidelines and maintain an organized inventory of modular components.
- Stay updated on industry trends, ergonomic best practices, and innovative furniture solutions.
- Establish pilot programs for furniture innovations and modernization initiatives to improve workplace design.
- Evaluate and integrate new technology into workspace solutions to enhance functionality and employee experience.
Customer Service and Outreach
- Work with customers and stakeholders through outreach, issue resolution, and consultation on regulations, procedures, and financial management matters.
- Lead front-line staff to deliver excellent customer service, ensure resource availability, and provide accurate and timely services and information.
- Define and enforce service level agreements (SLAs) to ensure prompt and high-quality service delivery.
- Distribute various communications to customers, stakeholders, and staff regarding deadlines, policies, business process changes, and other financial management information.
- Establish and maintain a good working relationship with key stakeholders and customers.
- Evaluate long-term departmental needs and create strategic plans to enhance operational efficiency by leveraging new technologies and industry standards.
Safety
- Ensure that the MSU staff participate in safety program training and adhere to all safety policies and procedures established by the House, the Office of Congressional Workplace Rights, CAO, and Logistics and Support.
- Ensure that staff recognize and understand the significance of workplace safety and report any known safety violations to management.
Workforce Planning and Development
- Provides recommendations to the Director/Management on vendor performance management, career development, staffing requirements, and training, ensuring optimal resource deployment to achieve business goals.
- Promote environment of coaching, teamwork, creative thinking and support, encouraging and assisting employees to reach their full potential.
- Promote employee satisfaction and motivation.
- Assist the Director/Manager in developing and executing training programs and cross-functional detail assignments.
Financial Policy and Accountability
- Provides assessment of the efficiency and effectiveness of MSU group processes to streamline workflow by maximizing system effectiveness and technology.
- Develop plans as necessary to meet future requirements and demands for improved services.
- Assist with developing and maintaining policies and procedures to ensure proper safeguards and stewardship over all House capital.
- Respond to inquiries for audits and internal control reviews and assessments, implement recommendations, and ensure compliance with appropriate audit and internal control review findings in a timely manner.
- Serves as the Contracting Officer Representative (COR) for modular labor resource contracts.
- Performs other official duties as assigned.
Qualifications
- A bachelor’s degree in related discipline or equivalent professional work experience is required, along with extensive experience in warehousing, project management, and customer service operations, including scheduling, coordination, and team leadership.
- Candidates must have proven experience leading cross-functional teams, delegating tasks, and coordinating workloads effectively, as well as strong analytical, problem-solving, and decision-making skills with a track record of innovative solutions.
- Excellent verbal and written communication skills are essential, along with the ability to present complex information to stakeholders and manage highly confidential and sensitive information while maintaining Federal Government security clearances as required.
- A solid understanding of procurement contracting policies, laws, and regulations affecting the House is also required.
Preferred Experience
- Knowledge of the legislative environment, U.S. House of Representatives, and its operations, as well as experience managing modular furniture teams and overseeing complex installations.
- Candidates with expertise in modular furniture systems, floorplans, layouts, modular component lists, punch reports, and reconfiguration planning will be preferred, along with those familiar with building codes, accessibility standards, and workspace design best practices.
- Preferred experience includes working with various office furnishings, including antique, standard, modular case goods, and systems furniture, as well as interpreting office floor plans and providing consultative guidance to staff.
- Experience in process improvements, automation, and technology solutions within modular service operations is highly desirable, as is a demonstrated ability to engage with high-level stakeholders, customers, and leadership on organization-wide products and services.
