Description of Position: The primary purpose of this position is to serve as a combatant command headquarters level financial management analyst responsible for expertise in programming, budgeting and execution (PBE) support for the Resource Management and Comptroller Division, Capabilities and Resource Management Directorate, US Space Command.
Position Duties/Responsibilities:
- Serves as a financial analyst responsible for analyzing and formulating the USSPACECOM budget portfolio budget forecasts, processes and/or related budget information for O&M and Investments appropriations.
- Identifies specific problems required further analysis and prepares recommendations for changing methods and practices. Monitor the use and rate of expenditures of budgeted funds through continuing dialogue with program officials, review of written documents, and examination of accounting records
- Prepares staff papers and briefings to support tasking from Branch Chief/Comptroller or other external agencies.
- Leads or conducts confidential independent complex studies and analyses of financial management operations.
- Serves as liaison on financial management matters with DoD Components, Air Force, Space Force, and other government agencies.
- Develops integrating requirements into the annual fiscal programs e.g. Program Objective Memorandum (POM). Determines long-term effects of budget guidelines such as new or revised legislation, POM, Program Budget Decision, Defense Planning Guidance, and other directives.
Key Skills & Abilities:
- Managing and reporting status on multi-year appropriation financial program(s)
- Data analytics, acquisition, and budgeting and the ability to select and apply a variety of standard or new analytical methods/techniques to budgetary processes and special studies.
- Ability to gather, assemble, and analyze data to recognize issues, project potential effects, prepare summary reports of findings/conclusions, and provide recommendations or courses of actions.
- Ability to identify areas of funding shortfalls and excesses and propose re-programming/re-phasing actions as needed.
- Knowledge or be familiar with acquisition program structure for budgeting, budgeting procedures, regulations, policies, and guides.
- Ability to resolve day-to-day funding and programming issues as they pertain to the execution of the current fiscal year budget and the programming of the Future Years Defense Program (FYDP).
Qualification Requirements:
- Experience at the next lower broadband/grade level (or equivalent) in the Federal service or equivalent experience in the private or public sector as a Financial Management Analyst.
- No Education Requirements
- This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. DoD FM Level 2 or Alternate Professional Certification (as identified by OUSD(C)) is required or must be obtained in 24 months. This position also requires the employee to engage in acquisition continuous learning activities achieving 60 Continuing Education Training (CET) hours every 24 months.
