Job Summary
Reporting to the Director of Community Supports Services, the Housing Services Navigator provides a variety of services to assist households in Yolo County to find and secure housing. The Housing Services Navigator assist enrollees in navigating the housing process, providing housing deposits and coordinating with care teams to deliver contracted services. Program enrollees are households or individuals that are currently homeless. Enrollees may be living in substandard homes, homeless camps, homeless shelters, or be unhoused. The Housing Navigator meets with these individuals in a safe location that is available to the client.
Classification Specification
Under direct supervision, Navigators contribute to the stated goals of UWCCR by providing functional and/or operational services within the affiliated department or program. They provide specialized support by utilizing general knowledge, skills, and abilities of the department’s particular field to complete various assignments of moderate difficulty. Navigators may have contact with external partners to provide and gather information. They perform tasks with moderate complexity with the direction of departmental leadership.
Responsibilities
Housing Services Navigation – 75%
- Conducts tenant screenings and housing assessments that identifies the Member’s preferences and barriers related to successful tenancy. The assessment may include collecting information on the Member’s housing needs and on potential housing transition barriers, as well as identification of housing retention barriers.
- Searches for housing and presents options to prospective candidates of CalAim Services.
- Assists in securing housing, including the completion of housing applications and documentation (e.g., Social Security card, birth certificate, prior rental history).
- Assists with benefits advocacy, including assistance with obtaining identification and documentation for Supplemental Security Income eligibility and supporting the SSI application process. Such service can be subcontracted out to retain needed specialized skill set.
- Identifies and secures available resources to assist with subsidizing rent (such as U.S. Department of Housing and Urban Development’s Housing Choice Voucher Program (Section 8) or state and local assistance programs) and matching available rental subsidy resources to Members.
- Identifies and secures resources to cover expenses, such as security deposit, moving costs, adaptive aids, environmental modifications, moving costs, and other one-time expenses.
- Assists with requests for reasonable accommodation, if necessary.
- Educates, informs, and engages with landlords.
- Ensures that the living environment is safe and ready for move-in.
- Communicates and advocates on behalf of the Member with landlords.
- Assists with arranging for and supporting the details of the move.
- Develops relationships with local community-based organizations to find services for unsheltered participants.
- Attends regular meetings with clients, stakeholders and other organizations as required.
- Gathers and enters data in various database systems for reports. Including the Sacramento County H.M.I.S. database, internal MS Excel spreadsheets, and other systems as prescribed by department directors.
- Works with clients to build housing plans that are based on S.M.A.R.T. (Specific, Measurable, Achievable, Realistic, and Timely) goals
- Complete authorization for households who are eligible for CalAIM services for Housing Navigation, Deposit and Housing tenancy and Sustaining Services.
- Ensure completion of interactions and appropriate documentation of as required by the CalAIM contract.
- Coordinate with the submitting of documentation, confirming briefings, and communication between households and Housing Navigators for Housing Choice Voucher.
- Assist Property Managers with preparing and submitting documentation for deposit funds.
- Facilitate positive relationships and open communication between participants and their housing providers.
- Meet weekly with the Housing Services team to obtain participant updates for reporting and to provide support.
- Ensure all participants are enrolled in various systems and databases and that information is updated regularly.
- Complete various trainings to ensure program efficiency and delivery.
- Encourage, support, and assist Housing staff with issues that arise regarding participants and caseload.
Departmental Assistance – 20%
- Attend staff meetings, monthly partner meetings as requested, and case conferencing.
- Effectively manage and build working relationships with others, including external partners and various UWCCR staff of all levels.
- Assist management in compiling data, completing reports, and gathering supporting documents needed for the program.
- Ensure documentation from staff is completed at the beginning of each month.
- Work in collaboration with Director, biller, accounting staff and all coordinators to create policies and procedures.
- Confirm that Housing Navigators have been trained in tenant rights and responsibilities, fair housing and all mandated training provided by the agency.
Additional Duties – 5%
- Assist with miscellaneous projects and requests on an as needed basis.
Preferred Education and Experience
- Bachelor’s degree in a related field; or equivalent in experience.

Physical Requirements
- Communicate with staff, volunteers, donors, agencies, companies and other customers by telephone, email, and in face-to-face, one-to-one or group settings.

- Sit at a desk for extended periods of time.
- Lift and move objects up to 10 pounds such as large binders, boxes, books, and small office equipment.

Special Requirements
Possession of an appropriate California operator’s license issued by the State Department of Motor Vehicles, and adequate automobile insurance; possession and maintenance of a good driving record (as evidenced by freedom from multiple or serious traffic violation for at least a two-year duration) that does not contribute to an increase in UWCCR insurance rates.
Location and Engagement Requirements:
Onboarding and Training
The selected candidate will be required to spend at least one week in Sacramento for an intensive onboarding and training session. This will help establish a strong connection with the broader United Way California Capital Region (UWCCR) team.
Person Participation
Attendance at in-person events, such as team retreats and other key meetings, will be required as part of this role. These events are typically held in Sacramento and are essential for team integration and alignment with organizational goals.
Mileage Reimbursement
For required travel to Sacramento for onboarding, training, and other in-person events, mileage reimbursement will be provided according to company policy.
