United Way of Greater Cleveland is a “Flexible First” organization. “Flexible First” means that we embrace a hybrid model that allows employees to work both remotely and at our existing office. Employees will regularly work at our existing office for approximately 10 to 80 percent of their time each month based on business / operational needs, and the rest of the time they may work from a remote physical location of their choice within a reasonable commuting distance from the office which must be identified to the organization in advance. Human Resources and Hiring Manager will set expectations on the employee’s preferred time in office with consideration to business / operational needs. UWGC has not defined a reasonable distance and expects employees will use judgment in determining this for themselves and understand the implications re : time commitment and cost of daily commute.

Purpose of Position :
United Way of Greater Cleveland (UWGC) seeks to hire an Associate Director of Public Policy who will serve as an integral part of UWGC’s growing policy and advocacy work aimed at increasing access to and the effectiveness of our social safety net and breaking down the barriers to economic opportunity in Cuyahoga and Geauga Counties. A key focus of work is through policy and advocacy aimed at achieving short-term and long-term wins that make systems work for individuals and families and helps people gain access to employment opportunities that lead towards economic mobility and security.
The Associate Director of Public Policy will report to the Director of Public Policy and plays a key role in policy research, analysis, and issue tracking to advance our local, state and federal policy agenda.

Duties and Responsibilities :
Research and track best practices, pilot projects, developments, and initiatives at the local, state, and federal levels focused on the social safety net, social determinants of work, 211, and other UWGC key priority areas.Track local, county, state, and federal funding for social safety net, social determinants of work, 211, and other key priority areas.Summarize, distill, and share complex information about legislative proposals and agency decisions for internal and external stakeholders.Provide policy updates to internal and external stakeholders as requested, collaborating with the Policy Director.Identify opportunities to implement national best practices at the local and state levels.Track identified legislative and public policy priorities and provide updates on status changes to UWGC staff.Support relationships with existing and new community partners, coalition members, and lawmakers.Represent UWGC at coalitions, conferences, task forces and legislative meetings.Draft written external advocacy materials including talking points, testimony, issue briefs, letters, website updates, blogs, and legislative and public policy reports.Provide project management support to the Director of Public Policy.Assist with the planning and preparation for internal and external events including advocacy days, public policy forums, legislative engagement sessions, and Community Conversations events.Attend in-person advocacy and public policy events throughout Northeast Ohio, in Columbus, and in Washington, D.C.Present in person and on virtual platforms to a variety of audiences.Bring intelligence to UWGC about issues facing the greater Cleveland community and recommendations for policy improvements.Assist with projects and initiatives within the Community Investment Department, including but not limited to researching upward mobility and data metrics and researching and identifying best employer practices to address the social determinants of work.Performs other duties as assigned.Qualifications :
Required education and experience :
Minimum bachelor's degree in a related field and at least three years of full-time, professional work experience post bachelor's degree OR master’s degree with at least one year of post-master's professional work experience.Familiarity with federal, state, and local regulatory, legislative, and budgetary policies focused on the social safety net, including but not limited to Medicaid, CHIP, the Affordable Care Act, SNAP, Section-8, TANF, and publicly funded childcare.Specialized Knowledge, Skills, and Abilities :
Previous experience and engagement with elected officials and government administrators is an assetExcellent oral and written communication skills, including writing issue briefs, public speaking, and presentation abilitiesExcellent research and analysis skills and ability to identify and translate complex regulatory, legislative, and budgetary informationAnalytical thinking and creative problem-solving skillsAbility to work in a fast-paced environmentAttention to detail and accuracyHigh proficiency in Microsoft Office SuitesWork Environment / Physical Demands (if any) :
