Position Purpose
The Manager of Integrity Management is responsible for ensuring the safety, reliability, and regulatory compliance of Unitil’s natural gas transmission and distribution systems. This role oversees the Transmission Integrity Management Program (TIMP), Distribution Integrity Management Program (DIMP), and Maximum Allowable Operating Pressure (MAOP) Reconfirmation Program, focusing on compliance with 49 CFR Part 192 and industry standards such as ASME B31.8S and API RP 1173.
Key responsibilities include:
- Preserving the integrity of pipelines in High Consequence Areas (HCAs), Medium Consequence Areas (MCAs), and environmentally sensitive locations.
- Managing risks like corrosion, third-party damage, and operational failures through advanced assessments, including inline inspections (ILI), direct assessments, and pressure testing.
- Leading the Management of Change (MOC) process to ensure procedural, operational, and structural changes are safely implemented.
- Maintaining compliance with federal, state, and local regulations, including PHMSA and MEGA Rule requirements, while addressing evolving standards.
- Documenting and addressing audit findings to maintain transparency and regulatory standing.
- Overseeing budgets, contractor negotiations, and multi-million-dollar projects to align with operational and compliance needs.
- Leveraging new technologies and industry best practices, such as SCADA systems, remote valves, and rupture detection technologies, to enhance safety and performance.
- Supporting the MAOP Reconfirmation Program by verifying pipeline material, conducting pressure testing, and ensuring records are traceable, verifiable, and complete (TVC).
- Leading a team of engineers and fostering a culture of safety, compliance, and continuous improvement.

Qualifications
Education
- Bachelor’s degree in Mechanical or Chemical Engineering required, with expertise in fluid dynamics, thermodynamics, and material science for pipeline integrity management.
- Professional Engineering (PE) license or eligibility to sit for the PE exam preferred.
Experience
- 15 years in natural gas transmission/distribution, focusing on pipeline design, construction, and operational safety.
- Extensive knowledge of TIMP, DIMP, and MAOP reconfirmation, including compliance with the MEGA Rule and 49 CFR 192.
- Experience in risk assessment, corrosion control, inline inspections (ILI), pressure testing, and regulatory compliance.
- Proven ability to manage large-scale integrity projects, budgets, and contractor negotiations.
- Familiarity with Management of Change (MOC) processes and Process Safety Management Systems (PSMS).
- Skilled in leading teams, mentoring staff, and fostering a culture of safety and compliance.
- Strong background in audit preparation, regulatory interactions, and adherence to industry standards like ASME B31.8.
