Provides leadership and direction for all Abbe Community Mental Health Center services. Establishes strategic priorities, assures that high-quality evidenced-based practices are implemented, ensures compliance to state and federal requirements and that the MH Center remains financially sustainable.
Responsibilities:
Main Function
- Plans, directs, organizes, and administers all services of the Abbe Center for Community Mental Health
- Exercises management and control of the affairs of the Center subject to the policies established by UPH or any entity to which it has delegated power.
- Develops and administers administrative and functional policies and procedures for Abbe specific policies
- Serves as a Liaison to the AbbeHealth Board.
- Ensures programs and services are delivered with high quality and are compliant with regulatory guidelines
- Leads state and national accreditation and licensure process for the MH Center
- Develops and leads the strategic vision for the agency
- Develops and maintains positive relationships with community partners at the local and state level
- Completes annual fiscal budget with the Executive Director of Finance at AbbeHealth and provides input for the CCBHC cost report
- Collaborates with HR Business Partner to Develop comprehensive workforce strategies aligned with organizational goals and industry best practices for recruitment, retention, and succession planning efforts.
Basic UPH Performance Criteria
- Demonstrates the UnityPoint Health Values and Standards of Behaviors as well as adheres to policies and procedures and safety guidelines.
- Demonstrates ability to meet business needs of department with regular, reliable attendance.
- Employee maintains current licenses and/or certifications required for the position.
- Practices and reflects knowledge of HIPAA, Iowa Administrative Code, CARF, CCBHC standards, and other federal/state regulatory agencies guiding healthcare.
- Completes all annual education and competency requirements within the calendar year.
- Is knowledgeable of compliance requirements for federally funded healthcare programs (e.g. Medicare and Medicaid) regarding fraud, waste and abuse. Brings any questions or concerns regarding compliance to the immediate attention of hospital administrative staff. Takes appropriate action on concerns reported by department staff related to compliance.

Master’s Degree
Experience:
5 years of supervisory experience and
- 5 years of experience in healthcare or human services.
License(s)/Certification(s):
Valid driver’s license when driving any vehicle for work- related reasons.
Knowledge/Skills/Abilities:
Excellent interpersonal, communication, and leadership skills.
- Ability to build and maintain effective relationships with diverse stakeholders.
- Demonstrated ability to think strategically, analyze data, and drive results.
- Good communication skills, both written and spoken
- Strong change management skills to keep team members informed and engaged
- Knowledge in finance and budgeting
