We are seeking an experienced Information Technology Manager with a strong background in federal or other highly regulated industries to lead and oversee IT operations. This role requires a strategic thinker and hands-on leader who can manage teams, drive IT initiatives, and ensure seamless technology support across end-user devices, infrastructure, cloud environments, IT procurement, identity and access management (IAM), network engineering, cybersecurity, and project management. The ideal candidate will have extensive experience navigating compliance requirements, security frameworks, and operational challenges within highly regulated environments such as federal agencies, healthcare, or finance. Must be US Citizen and possess an active Secret security clearance.
What will you be doing?
This position will be a key member of the Picatinny Arsenal IT team. Duties include:
- IT Leadership & Strategy: Provide vision and direction for IT operations, ensuring alignment with organizational, regulatory, and security objectives.
- Operations & Compliance: Oversee IT operations and ensure adherence to federal, industry, and security compliance requirements such as FISMA, FedRAMP, NIST, or CMMC.
- Network Engineering & Topology: Maintain a working knowledge of network architectures, protocols, and security best practices, ensuring the design, implementation, and maintenance of secure and scalable network infrastructure.
- Identity & Access Management (IAM): Implement and oversee IAM policies, including user provisioning, role-based access control (RBAC), multi-factor authentication (MFA), and privileged access management (PAM) to enforce secure access controls.
- Cybersecurity & Risk Management: Ensure IT security best practices and risk management strategies align with federal and industry regulations, working closely with security teams to mitigate threats.
- Policy & Best Practices: Develop and enforce IT policies, procedures, and best practices tailored for highly regulated environments.
- Procurement & Vendor Management: Oversee IT procurement, vendor relationships, and contract management to ensure cost-effective and compliant solutions.
- Project Management: Direct IT projects from planning to execution, ensuring timelines, budgets, and compliance requirements are met.
- Personnel & Team Leadership: Lead, mentor, and develop IT teams, ensuring high performance, collaboration, and professional growth.
- Technology & Business Alignment: Work closely with executive leadership and stakeholders to ensure IT strategy supports organizational goals and mission objectives.
What skills will the ideal candidate have to be successful?
This position will require the following skillsets and experience.
- Experience: 10 years in IT leadership within a federal agency, defense contractor, or other highly regulated industry, covering:
- End-user device support and management
- Identity and access management (IAM), including MFA, RBAC, and PAM
- IT infrastructure (on-prem and cloud)
- IT procurement and vendor management
- Network topologies, engineering, and security best practices
- Cybersecurity frameworks and compliance (e.g., NIST 800-53, CMMC, FISMA, FedRAMP)
- Project management and service delivery
- Personnel and team leadership
- Regulatory Knowledge: Strong understanding of compliance requirements such as FISMA, FedRAMP, NIST, CMMC, HIPAA, SOX, or PCI-DSS.
- Leadership: Proven experience in strategic IT leadership and managing teams at an enterprise level.
- Networking & Security: Strong knowledge of networking principles, firewalls, VPNs, routing, switching, and cloud security best practices.
- Technical Expertise: Familiarity with enterprise IT tools, cloud platforms (AWS, Azure, Google Cloud), IAM solutions, ticketing systems, and automation technologies.
- Communication & Problem-Solving: Excellent decision-making, analytical, and communication skills, with the ability to collaborate with executive leadership, IT teams, and external partners
- IT certifications such as CISSP, CCSP, CCNA/CCNP, AWS/Azure certifications, or CISM.
- Project management and service delivery certifications such as PMP and ITIL.
- Knowledge/experience with federal contracting is a plus.
- Must be US Citizen and possess an active Secret security clearance.
