Job Description
Summary:
The Vice Chair for Clinical Operations will oversee and direct the activities of Medical Directors, Assistant Medical Directors, quality improvement, and other administrative activities of the Department. Additionally, emergency medicine advance practice providers, nursing staff, nursing leadership as well as clerical staff will receive administrative and clinical direction from the Vice Chair for Clinical Services, in cooperation with other clinical leadership throughout the organization.
Job duties:
Strategic planning
- Participate in the annual budgeting process in conjunction with the Chair, Executive Administrator, and other Vice Chairs
- Increase the Department’s scope of services outside of its current footprint
- Develop and implement strategic, financial, and operational plans for the patient care mission in conjunction with the Department Chair
- Establish long-range objectives and monitor financial performance of the clinical service in conjunction with administrative counterparts
- Ensures the execution of strategic plans related to patient care and operations
Leadership
- Demonstrate an understanding and support of the mission, vision and values of UAB Medicine
- Effectively role model quality, patient centered comprehensive care, self-directed learning, ethical conduct, and professionalism
- Identify areas to improve patient safety and lead patient safety-centered initiatives
- Lead improvements in access to care with the goal of meeting metrics set by the Chair of the Department
- Provide direction to, hold accountable, develop and evaluate all clinical staff in their performance of all clinical goals and objectives
- Provides input in personnel selection, training, and evaluations for staff in accordance with policies, including interviewing and hiring key staff and clinicians to meet needs consistent with organization expectations
- Oversee the Department’s disaster preparedness, care delivery innovation, and surge capacity plans
- Participate in the annual evaluation of those in the role’s downline in conjunction with the Chair
Clinical excellence
- Participate in clinical shifts at the Chair’s discretion to maintain clinical skills and continue an understanding of the operations and topical issues of the emergency departments
- Oversee the delivery of innovative, effective, and patient-centered clinical services
- Monitor patient satisfaction in all divisions and identify systemic issues that can be corrected and implement improvement plans
- Demonstrate a high level of knowledge of the patient population served and the delivery of services’ requirements
- Coordinate, review, approve, communicate, and implement clinical protocols and procedures, in an effort to: facilitate efficient and effective practices, meet internal and external standards of quality, and comply with applicable regulatory requirements
- Promote efficiencies in electronic medical record usage
- Serve as the primary clinical resource for the Department’s Executive Administrator
- Oversee billing compliance and coding optimization efforts
- Ensure effective, efficient, and cost-effective use of clinical resources to maintain a productive environment
- Maintains proficiency and oversight of the metrics, throughput measures, and clinical performance dashboards for reporting.

Reporting and working relationships:
The Vice Chair for Clinical Operations will report directly to the Chair of the Department of Emergency Medicine.
Maintains relationships with the senior clinical physician leadership of clinical departments, divisions and services lines. In addition, aligns in a dyad with administrative hospital leadership including the VP of Clinical Operations and Associate VP of Clinical Operations of the UAB Hospital.
The Vice Chair for Clinical Operations will work in conjunction with other Vice Chairs and will oversee committees related to special interest topics within the scope of clinical operations. This role will also have responsibility for working with the Chief Medical Officer, Chief Quality Officer, and Associate Vice President for Emergency Services.

UAB Hospital is the centerpiece of the UAB Health System and is the teaching hospital for the UAB School of Medicine. Recently, UAB expanded further by acquiring five hospitals from the Ascension St. Vincent’s Health System. This acquisition added 5,000 employees, 409 beds, and outpatient facilities, which include hospitals in Birmingham, Blount, Chilton, East, and St. Clair counties; the One Nineteen campus; the Trussville Freestanding Emergency Department; imaging centers; and other clinics.
