Job Description :
The Intelligence Analyst -The Maryland Coordination and Analysis Center's Critical Infrastructure Protection (CIP) Unit manages the state-wide CIP effort and is the primary interface for the Department of Homeland Security's Cybersecurity and Infrastructure Security Agency (CISA). As an Intelligence Analyst in the Critical Infrastructure Protection Unit, this position develops and maintains a high-level understanding of threats and vulnerabilities to critical infrastructure, by locating, gathering, and analyzing data. This position communicates with the critical infrastructure stakeholders including public sector, private sector, regulatory, and others regarding standing information needs and information sharing. This position attends sector-specific meetings, trainings, and exercises. This position will conduct training and briefings on suspicious activity reporting, incident overview, and current threat environment to inform partners and encourage accurate reporting. This position will catalogue, assess, report, and assist with prioritization of Maryland Critical Infrastructure and Key Resources (CI / KR) vulnerabilities, threats, consequences, and overall risk originating from natural or manmade threats, both intentional and unintentional.
Responsibilities :
Develop and maintain relationships and liaison with law enforcement, homeland security, government and private sector customers as related to securing and protecting Critical Infrastructure and Key Resources in Maryland and the National Capital Region (NCR) : Partner with other Federal, regional, state and local government agencies and entities for outreach, liaison and training programs supporting the security and protection of CI / KR. Develop briefing and outreach materials supporting the mutual sharing of information and intelligence related to CI / KR protection and security to included Suspicious Activity Reporting (SAR); threat trends; criminal threats and noted threats from other Federal, state and local sources. Develop relationships supporting the identification and partnerships with Subject Matter Experts in the private sector for all of the identified CI / KR sectors. Develop and maintain close collaboration with state partners across the spectrum of protection and mitigation segments as they pertain to CI / KR in the state of Maryland. Work closely with the Metropolitan Washington Council of Governments and other NCR-focused groups and stakeholders on CIP. Develop and deepen close collaboration with trade and security associations like the FBI InfraGard program through information-sharing and involvement in training and awareness activities. Contribute to and participate in the SHIELD Program and Fusion Liaison Officer programs in facilitating outreach and information sharing with a focus on those private and public agencies involved in, managing, or supporting Maryland CIP.
Critical Infrastructure threat and vulnerability analysis and reporting : Research, compile, organize, and analyze intelligence and information and produce assessments, bulletins, maps, charts and specialized reports to assist law enforcement, homeland security, government and private sector customers in securing and protecting CI / KR. Evaluate information and intelligence products from local, regional, national and international reporting for dissemination to private sector and public safety partners. Prepare graphs, charts, maps and other illustrative products for visual presentation of data to customers. Identify and research intelligence needs, trends and patterns related to the CI / KR protection.
Continuing Education, Training and Conferences : Attend contemporary and continuing education / training opportunities supporting maintenance and advancement of analytical tradecraft and analytical systems and procedures. Participate in and / or lead conference sessions related to CI / KR protection and security.
Required Education : Bachelor's degree or higher in sociology, psychology, criminal justice, law enforcement, business / public administration or a closely related field
Required Experience : Four years criminal, terrorism or critical infrastructure analysis, investigative or law enforcement experience
Preferred Education : Master's degree or higher in intelligence, communications, sociology, psychology, criminal justice, law enforcement, business / public administration or closely related field.
Preferred Experience : Five or more years' experience in conducting outreach, liaison, training, analysis and reporting that supports critical infrastructure and key resources security and protection. 2 years of critical infrastructure sectors experience or industry contacts.
Required Knowledge, Skills and Abilities
Knowledge of classified and open source research and data analysis methods and techniques. Ability to communicate effectively orally and in writing to a wide range and number of audiences. Familiarity with statistical analysis using Microsoft Excel or SSPS software. Experience working with Microsoft Office products including Word, Excel, Publisher, and PowerPoint. Experience working with federal, state and local law enforcement databases. Knowledge of the Intelligence Cycle and Criminal Investigations. Knowledge in the collection, analyzing, and dissemination of criminal intelligence information. Ability to research a voluminous amount of databases to identify trends or patterns. Ability to prepare graphs, charts, tables, maps, and other illustrative devices from collected data or visual presentations. Ability to understand and follow directives, instructions, and standard operating procedures. Ability to work extended hours as necessary.
