Departmental Overview
Facilities Services strives to continuously improve the campus in partnership with all members of the University community to ensure that classrooms, laboratories, and offices support teaching, learning and research. Through the efforts of over 500 dedicated staff members, Facilities Services manages the asset management program custodial services, maintenance operations, engineering and technical services, environmental services, grounds operations, the Cal Zero Waste program, the Campus Building Department, and the campus utility systems, including the cogeneration plant. The scope of the Facilities Services reaches across campus and is closely connected to the activities of staff, building managers, other campus departments and campus leadership.
Responsibilities
Applies financial services concepts to perform complex analysis regarding pay processing governing Building and Construction Trades Council of Alameda County, Technical Contract Agreement, AFSCME, Personnel Policies for Staff Members, and Executive Staff Agreements. Researches, identifies, and works with BRS to correct invalid pay accounts from the monitoring of monthly reconciliation payroll ledgers. Provides analysis and leadership guidance for complex pay policies associated with issues such as work orders, vacation, leave of absence, disability, workers' compensation, union contracts, and return to work accommodation. Audits payroll office processes for accuracy and compliance. Works with BRS on complex workers' compensation issues involving sick and vacation credit buyback and extended leave. Researches, identifies, and works with BRS to correct invalid pay postings. Assesses, recommends, and implements changes as needed to ensure financial processes maintain compliance with federal and state requirements and internal financial/audit policies. Proposes resolutions for complex payroll issues such as vacation, sick, extended sick leave, workers' comp credit buyback, etc. Handles sensitive payroll issues with good judgment, tact, and discretion. Monitors limited appointees and their hours worked. Works with IT departments to identify special pay-processing requirements for CalTime, Span, and Dynalogic database programming. Reviews and verifies compliance and maintains records to meet audit payroll requirements. Provides training to the Director, Managers, Supervisors, and Human Resources staff on payroll topics such as payroll processing, HCM, Workers' Compensation policies, Page Center browser, and CalTime (timekeeping system). Documents payroll processes and procedures. Works with Managers and supervisors in reconciling, and auditing work on call and OT hours.
Required Qualifications
Skilled in software for database management, spreadsheets, word processing, and calendar control to analyze data. Must be proficient in the use of Microsoft Office and common desktop/web applications. Knowledge of and/or ability to learn campus-specific computer application programs. Strong interpersonal skills, analytical skills, service orientation, active listening skills, critical thinking, attention to detail, ability to multi-task in a high volume environment, organizational skills, effective verbal and written communication skills, sound judgment and decision-making, and ability to develop original ideas to solve problems. Strong leadership skills to provide guidance, coaching, and mentoring to professional and support staff.
Education/Training:
Bachelor's degree in a related area and/or equivalent experience/training.

This is a 5-month, 100% full-time (40 hours per week), limited (temporary) position that is eligible for UC benefits. This position is exempt and paid monthly. The annual salary for this role is commensurate with experience up to $91,500.00.
