Departmental Overview
The Center for Educational Partnerships (CEP) is the primary department on the UC Berkeley campus charged with developing and implementing programs and strategies to improve academic preparation, expand educational opportunities, and ensure access to higher education for low-income, first-generation, and underrepresented minority students. Working in partnership with local schools and communities, CEP improves academic achievement and expands post-secondary educational opportunities for students who face significant barriers to college. http://cep.berkeley.edu/
The Pre-College TRIO Programs are funded by the United States Department of Education to serve low-income, first-generation college high school and middle school students. These programs are the Educational Talent Search (ETS), Upward Bound Program (UB), and Upward Bound Math and Science (UBMS) programs, which serve over 1757 middle and high school students in the SF East Bay, as well as remotes locations in California, Nevada, and Hawaii.
ETS has been in existence since 1969 and serves at least 1,507 middle and high school students in SF East Bay communities. Services include college advising; workshops on test preparation, study skills, financial aid; college visitations; and a summer writing program. ETS also works with re-entry and non-traditional students in the community. The UB & UBMS programs provide high school students with the motivation and services necessary to complete secondary and postsecondary education. All programs operate year-round by providing intense and comprehensive advising services and activities for participants. The UB & UBMS programs also host a 6-week on-campus summer residential experience. While UB is responsible for the placement and graduation of postsecondary education in any academic discipline, the Math and Science program must have at least one-half of its graduates declare and be admitted into science and mathematics majors and graduate at least 25% from postsecondary institutions. UB serves over 169 students, while UBMS serves 81 students.

PROGRAM MANAGEMENT, DESIGN, AND PLANNING:
Responsible for planning and directing 3 complex academic preparation programs and ensuring their inclusion into the broader spectrum of University programs and operations.
Provides leadership and vision for transformative, innovative services.
Develops and implements strategic program plans in alignment with mandated policies, guidelines, and outcomes.
Develops short and long-range strategic plans that anticipate significant shifts in educational practices, federal goals and policies, funding levels, and reporting practices.
PROFESSIONAL RELATIONS, PROGRAM SUSTAINABILITY, AND PARTNERSHIP DEVELOPMENT:
Develops and maintains a positive working relationship with U.S. Department of Education/TRIO representatives, Program Officers, and key members of U.S. Congress and Senate and their staff.
Establishes and maintains intersegmental (K-12, higher education, legislative) partnerships and collaborations that promote student academic achievement, equity, and access.
Represents program and university at partnership meetings.
Enhances public awareness and engages stakeholders (donors, legislators, educators, students, parents, community, business, etc.) around program goals, needs, and issues.
Represents program and university at stakeholder meetings.
Creates and maintains collaborative and functional relationships with key campus units (e.g., Financial Aid, Undergraduate Admissions, Residential and Student Service Programs).
Serves on department, campus, and external committees, work groups, and coordinating bodies.
FINANCE & GRANTS MANAGEMENT:
Responsible for securing and sustaining program resources, including grant writing and fund development.
Approves fiscal resources for all program activities.
Responsible for managing annual operating budgets totaling over $2 million annually.
Assesses program needs and develops annual budget and budget strategies.
Works closely with CEP Business Manager to develop annual operating budgets and to ensure fiscal compliance.
Monitors and certifies staff time and effort spent on the program to ensure financial compliance for federal and state funding sources.
Develops comprehensive working knowledge of federal funding regulations and UC Berkeley's fiscal policies and compliance as it applies to the funding, expenditure of resources, and program activities.
HUMAN RESOURCES MANAGEMENT:
Responsible for supervision of 3 FTE career staff and guidance on the recruitment and hiring of temporary personnel including students, teachers, and residential aides during the summer residential program.
Responsible for human resources management of subordinates including recruitment, hiring, training, and evaluating professional staff.
Implements appropriate equity and disciplinary actions in accordance with university personnel policies and contracts.
Assesses training needs and implements staff professional development by providing access, resources, and direction to appropriate training or seminars.
Works with the Associate Directors to coach, provide direction, assign and oversee work of staff/team members.
DATA MANAGEMENT, PROGRAM EVALUATION, AND REPORTING:
Oversees management of complex systems for data collection, evaluation, and reporting to ensure accountability to funders and stakeholders.
Responsible for submission of official program reports required by federal, state, institutional, and private funding resources.
Analyzes complex local, state, and national data that affect the academic performance of selected students and their subsequent enrollment and completion of postsecondary education.
Oversees analysis and evaluation of activities and services to facilitate continuous program improvement.
Prepares and maintains program documentation for federal site visits and/or audits.
Acts as primary respondent to inquiries from federal program officers or site visit committees.
OTHER DUTIES AS ASSIGNED:
Serves on department, campus, and external committees, work groups, and coordinating bodies as needed.
Keeps informed on K-12 and higher education policies and issues impacting low- income, first general students.
