Under the supervision of the State Contract Services Program Director and Managers, the incumbent provides overall financial and analytical support to the department for the California Department of Public Health (CDPH) and state funded interagency agreements. The role of this position is to serve as the State Contract Services Pre & Post-Award Research Analyst requiring a broad knowledge of the University and state agency financial policies, procedures and best practices. This position requires extensive critical thinking, problem-solving and communication skills to resolve complex issues and make recommendations to facilitate resolution. Responsibilities include budget preparation, fiscal compliance, reconciliation, and analysis of state agency funded accounts. The incumbent is responsible for the preparation of pre-award budgets, post award monthly invoicing, oversight of procurement, oversight of event and travel processes which will include processing financial documents via AggieEnterprise, Cognos, UCPath, UCDBuy, DaFIS / Kuali related and in support of state funded accounts. The incumbent must utilize initiative, good judgment, and discretion in researching, analyzing and compiling necessary information to assist the state contract unit in financial management and responding to a wide variety of complex issues between the department program, CDPH and state liaisons and campus central support services. Responsible for maintaining all electronic files for contract agreements including financial records and relevant backup and invoice support. This position shares management and oversight of $700K in annual direct state base budget funding, and over $79 million of contracts with the California Department of Public Health. The incumbent also provides backup accounting support to the other Research and Finance Analysts within the unit and department. This position works independently and requires a high level of initiative, responsibility, and accuracy with major consequence to errors.

Minimum Qualifications - For full consideration, applicants are encouraged to upload license and / or certification if required of the position
- Bachelor's Degree or combination of equivalent experience accounting / bookkeeping experience.
- Experience with accounting principles and accounting policies and procedures.
- Knowledge of cost allocation methods.
- Knowledge of federal, state and private grant budgeting, financial reporting, and policies regarding use of contract and grant funds.
- Demonstrated skill and experience in budget preparation, analysis and forecasting with ability to control complex budgets and recognize potential problems.
- Demonstrated knowledge of federal and state grant requirements and the pre- and post-award process.
- Strong organizational and time management skills and ability to prioritize workload, condense information, follow-up on pending items and possess the flexibility to shift priorities and to meet deadlines.
- Demonstrated ability to manage multiple funds involving many different accounting procedures including analysis, reconciliation, projection, fiscal and grant closing.
- Demonstrated analytical skills to independently research issues, analyze data and prepare complex financial reports.
- Demonstrated analytical skills to evaluate complex policies and interpret for appropriate application to university procedures.
- Demonstrated ability to comprehend complicated instructions and accurately identify and project budget data on extramural contracts and grants.
- Demonstrated skill and ability to maintain confidentiality, exercise discretion, use independent and mature judgment and work independently without direct supervision.
- Excellent written and oral communication skills and effective listening skills to analyze issues and present information and recommendations concisely utilizing appropriate grammar and punctuation, to correspond with various individuals, compose business letters, record progress of work and describe and explain procedures.
- Oral communication skills to effectively train, interpret, and advise others on financial matters.
- Demonstrated ability to utilize tact and diplomacy to successfully interact with faculty, staff, researchers and the public in a complex and growing department.
- Demonstrated knowledge and experience using generally accepted accounting principles.
