Department Overview
As a security first organization, Technology Delivery Services (TDS) is part of the Information Technology Services (ITS) Department. The TDS teams include Information Security, Planning (architecture and PMO), Application Development, HR & Payroll Development, Infrastructure, and Client Services teams. Position Summary
As a Senior Identity and Access Management (IAM) Systems Analyst in IT Infrastructure, this position is responsible for leading complex business and systems analysis, configuration, testing, implementation, and on-going management of key IT initiatives. Initiatives include the assessment and management of projects for the entire Enterprise, this may include both vendor-supported and custom applications. The position may also work on IT projects associated with operational and administrative functions. Interacts with all levels of IT management and staff and will work with a high degree of independence and decision-making. Leads the business and systems analysis and testing aspects of projects, working with cross functional teams, and Subject Matter Experts throughout the delivery process. This includes all aspects of system implementation from requirements gathering, analysis and design, configuration, and testing, through deployment and support. Highly effective analytical and communication skills to diverse audiences is essential. Senior IAM Systems Analyst has a high degree of knowledge in the overall identity and access management field and recognized expertise in specific areas. Problem solving frequently requires analysis of unique issues / problems without precedent and / or structure. Leads resolution of highly complex issues where analysis of situations or data requires in-depth evaluation of variable factors. Contributes to new and innovative workflows to improve operational efficiencies. May manage programs that include formulating strategies and administering policies, processes, and resources. Excellent problem-solving skills, attention to detail, and the ability to work effectively in a team-oriented environment. Excellent communication and collaboration skills for working with cross-functional teams. This role supports the overall work of the IAM team and assists in fostering an inclusive environment under the direction of the IAM Manager.
Key Responsibilities
35% Advanced knowledge of infrastructure operations, systems, and functions, including planning, design, development, implementation, user support and training, maintenance, quality assurance, and system testing and evaluation. Provides configuration support for 30 applications owned by IAM team and business partners, including Single Sign On (SSO), SAML proxy, Shibboleth, multi-factor authentication (MFA), service providers, identity providers, JAVA/JBoss, code deployment (Git), quarterly/annual patches and upgrades, server maintenance (Windows and Linux), general troubleshooting and support. Performs complex and advanced analysis to define and document requirements, tasks, dependencies, costs, risks, and timelines. Work in collaboration with business partners and IT partners to discuss, develop, and implement new systems and functionality. Configure enterprise applications based on business workflows and protocols. Lead application testing and recommend workflows and processes to support system design and new development. Analyze current documentation and data flow requirements to reflect appropriate workflow. Ability to interview users to interpret and document current state environment. Work on complex initiatives to plan, develop, and define information technology solutions for improved system integration and functionality. Provide consultation to business partners to recommend technology solutions.
20% Resolve technical challenges utilizing interpersonal leadership skills. Direct team members to ensure proper implementation of project deliverables related to analysis, testing, and training. Lead problem and issue resolution as part of a team. Act as the primary liaison for operational planning related to workflow, testing, deployment, and training. Work independently with minimal direction. Provide guidance and recommendations for improvements in quality, efficiency, and functionality.
20% Researches, recommends, and designs large and complex institution-wide adoptions, deployments and technology transitions. Participate in the development of new projects with high levels of complexity and broad enterprise-wide scope. Participates in project planning, configuration, development, implementation, and evaluation of information systems that support operations and organizational strategy. Develops full data/information documentation for highly complex IAM projects. Understands and applies IAM industry practices, community standards and department policies and procedures in depth. May serve as technical lead for multiple projects of moderate to broad scope. Maintains and implements IAM project plans and technical documents.
15% Designs, develops, modifies, debugs, deploys and evaluates highly complex software and scripts. Initiates, analyzes, designs and applies highly complex data sources. Plans and directs key activities in release management process. Oversees process and develops standards for migration of software from test to production. Supports the management of the code repository for all IAM software.
10% Act as the IT point of contact for questions, application support, and maintenance of the system. Participate in a 24x7 on-call rotation and perform regular system maintenance during off hours and over the weekends as needed.

- Min 8 years of relevant work experience in Information Technology.
Preferred Qualifications
- Min 4 years of experience with Identity and Access Management applications.

- Experience in data integration and the specification of data services.
- Familiarity with data quality and governance issues and requirements.
- Familiarity with logical data design and data mapping or data conversion.
- Advanced knowledge of database management systems and standards.
- Knowledge relating to highly complex database system design.
- Knowledge necessary to design, set up, operate and correct malfunctions involving technology systems.

The University of California, Office of the President, is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.
