DEPARTMENT OVERVIEW

At the California Digital Library (CDL), we believe that the library, in all its forms, enables and advances the critical work of students, scholars, and the public. As a University of California systemwide organization, CDL provides services to and on behalf of the UC system, in partnership and collaboration with the ten UC campus libraries. The user base for CDL services and programs includes UC faculty, students, and library staff; the patrons of the consortia in which the UC Libraries participate; and the many people worldwide who benefit from UC's open access offerings. The California Digital Library has four core programs: Shared Collections; Discovery & Delivery; Publishing, Archives, and Digitization; and the UC Curation Center (UC3). The CDL is a unit within the UC Office of the President, has a staff of 75 and is located in downtown Oakland.

POSITION SUMMARY

This is a TEMPORARY position within our Temporary Office of the President Staffing (TOPS) program.

As a member of the California Digital Library's Shared Collections program, the Project Manager will be a primary contributor to CDL's current efforts to develop and implement project plans in two arenas: compliance with Department of Justice revised Title II of the Americans with Disability Act (ADA) regulations for accessibility standards as they relate to the University Libraries' licensing of electronic resources, and the Systemwide OA Author Fund Pilot - a pilot project to fund open access (OA) publication fees in support of authors who wish to publish journal articles.

The Project Manager will develop a well-documented process for incorporating new DOJ Title II requirements into ongoing license negotiations, including drafting timelines, project plans, and documentation to enable efficient review and decision-making by stakeholders; communicating and reporting on project status; and interfacing with CDL Shared Collections licensing and electronic resource teams.

The Systemwide OA Author Fund Pilot project proposal has been approved and funded; the Project Manager will assist in building out the project plan and launching the pilot, in collaboration with three UC Libraries' systemwide teams and members of the CDL Shared Collections open access team.

Both project plans - DOJ Title II and the OA Author Fund Pilot - are expected to be multiyear in scope and will be passed off to the permanent service owners for ongoing development and operationalization.

KEY RESPONSIBILITIES
  • 60% Project planning and implementation: Develop project plans including goals, deliverables, timelines and proposals, utilizing professional project management methods and concepts. Work with project teams to define and implement work plans. Provide periodic progress reports, analysis, and status tracking outlining key activities and progress toward achieving overall goals. Monitor and report on project progress from initiation through delivery. Identify and escalate risks and facilitate resolution among project team members / stakeholders. Direct the activities of the project with the goal of completing project activities on schedule and within budget constraints.
  • 25% Communication: Develop and share effective and timely communication related to projects, building awareness and advising on the development and flow of information to stakeholders and team members. Prepare project reports and presentations, including regular project updates in a clear, concise manner both verbally and in writing. Research, analyze, and communicate information on project topic areas.
  • 15% Collaboration: Proactively collaborate internally and externally, establishing and maintaining positive and effective relationships with CDL colleagues and campus library staff. Maintain strict confidentiality of sensitive information and handle issues with tact, independent judgment, diplomacy and discretion.

REQUIRED QUALIFICATIONS
  • Minimum 5 years relevant experience in one or more of the following areas: project management, service/product development, academic libraries, digital libraries, electronic resource licensing, contract structure and function, open access publishing, or accessibility and UX design.

PREFERRED QUALIFICATIONS
  • Minimum 2 years experience working within the academic, library, publishing, research, or legal environment.
  • Knowledge of current and emerging issues, practices, and standards in one of the following areas: ADA compliance and digital resources; user experience design and accessibility; library electronic resource licensing models; contract structure and function; or open access publishing practices.

SKILLS AND ABILITIES
  • Project management: Experience in a full range of project management techniques that support decision-making across multiple stakeholders. Demonstrated skill in planning, overseeing, and bringing projects to a successful, timely completion. Ability to manage multiple priorities and meet deadlines. Demonstrated attention to detail and ability to determine relevance and prioritize tasks.
  • Research and analysis: Ability to research, collect, and analyze information to understand and surface issues related to project topic areas, e.g., the Americans with Disability Act (ADA) regulations for digital accessibility standards, and open access scholarly publishing.
  • Communication: Excellent written and verbal communication skills, including the ability to articulate ideas, thoughts, and information clearly to a range of audiences. Ability to draft and present plans, reports, findings, and recommendations in a clear and concise manner, both verbally and in writing. Commitment to maintaining confidentiality of sensitive information.
  • Collaboration: Excellent interpersonal and teamwork skills, including the ability to collaborate with cross-functional teams in a highly distributed environment. Expert active listening, critical thinking, and interpersonal skills.
  • Service and community orientation: Commitment to providing high-quality service and work products, as demonstrated by the ability to develop productive partnerships, to bring creativity to problem solving, and to meet the needs of the service users. Commitment to proactively promoting and embracing diversity in ideas, people and organizations, and to contributing to an inclusive working and learning environment.
  • Technology: Advanced level of proficiency with MS Excel and project management tools.

EDUCATION
  • Bachelor's degree in related area and/or equivalent experience/training.

SPECIAL CONDITIONS
  • The Project Manager position is a one-year temporary position. California residency is required, and candidates wishing to work onsite, hybrid, or fully remote (if living outside of reasonable commuting distance) will be considered. This position is not eligible for visa transfer or sponsorship.
  • 5% Remote employees (residing outside reasonable commuting distance to the Oakland office) must be able to travel to the Oakland office with reasonable notice based on business and operational needs.

SALARY AND BENEFITS

The University of California, Office of the President, is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs It is not typical for an individual to be offered a salary at or near the top of the salary grade for a position. The full salary range shows the growth potential for this position.
