Job Summary

The Post Award Analyst uses advanced contracts and grants concepts to manage high volume and high complexity transactions. May review and guide others in the review of financial and administrative management requirements of research contracts and grant proposals, awards, and/or transactions to ensure compliance with institutional and sponsor policies. Works independently to assess complex grant, contract, and subcontract transactions where analysis requires an in-depth evaluation of variable factors. May be eligible for delegated signature authority. May review and sign transactions for less experienced staff. May serve as a technical specialist in a particular area, such as federal contracts, state contracts, subcontracts or information systems. Typically works on highly complex proposals and awards such as grants / contracts which require task budgets, option years, multiple investigators and multiple sub awards. Is eligible for delegated authority.

This position provides budget detail, analysis and recommendations to the Chief of Staff and Dean for the CERSI Unit, advise on strategic decisions on new and existing programs. This requires monthly monitoring of a variety of funding streams and payroll distributions for Faculty, Non-Faculty Academics and Staff in the department and regularly entering funding information in UCPath for payroll changes.
Responsibilities include oversight of monthly Budget Status Report (BSR) reports, payroll distributions, financial status reports and subcontract invoicing. In collaboration with Research Management Services, this position also oversees the progress of outgoing proposals. This position also reviews compliance issues according to campus guidelines and federal A-21, A-110 and A-133 regulations as well as monitoring of National Institutes of Health (NIH) Effort Reporting and the work of the department's Effort Reporting Coordinator. In addition to the financial oversight of Principal Investigator (PI) portfolios, this position also provides financial oversight for the Dean's Office Master Programs.

The Post Award Analyst works closely with the Chief of Staff and Dean, overseeing all financial operations about CERSI; in addition, they will provide financial support to the Laboratory of Drug Development and Laboratory Sciences Research for Pharmacometrics, as well as provide financial support to the Master of Science in Artificial Intelligence and Computational Drug Discovery and Development (MS-AICD3) within the School of Pharmacy, Dean's Office. There will be some collaborations in departments, including financial planning and operational analysis, budget and fund management, finance operations management, audit and compliance, internal control assurance, and strategic planning and program development. This position is responsible for developing and maintaining appropriate financial and information reporting systems.

The final salary and offer components are subject to additional approvals based on UC policy.

Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF. For positions that are represented by a labor union, placement within the salary range will be guided by the rules in the collective bargaining agreement.

The salary range for this position is $100,000 - $156,000 (Annual Rate).

Department Description

The Dean's Office of the School of Pharmacy at the University of California San Francisco is the second largest school of the four schools, with an annual FY23/24 budget of approximately $180 million.

The UCSF School of Pharmacy supports the Agendas of the Dean and the School's three departments (BTS, Pharm Chem, and Clinical Pharmacy), 1 ORU (QBI), One large Unit (California Poison Control System), 1 Doctor of Pharmacy (PharmD) Program, 5 PhD Graduate Programs through activities in its administrative and advisory units. The Mission of the School is to lead in research, education, clinical care, and entrepreneurship to expand knowledge and improve people's health everywhere.

Required Qualifications

  • Bachelor's degree in related area and/or equivalent experience/training.
  • Minimum 5 years of related experience.
  • Ability to interpret policy for others.
  • Demonstrated advanced knowledge of generally accepted accounting, fiscal and reporting principles.
  • Demonstrated advanced competence in the use of spreadsheet and database software in financial analysis, fiscal management, and financial reports.
  • Ability to manage high volume and complex transactions.
  • Ability to perform highly complex financial analysis and customized reporting.

Preferred Qualifications

  • Advanced knowledge of effective grant funding processes, procedures and techniques
  • Advanced ability to create and train grant writing and other communications skills in a variety of styles to ensure securing grant funding required.
  • Experience with all types of award mechanisms, including grants, contracts, subcontracts, and cooperative agreements.
  • Full knowledge of Federal Acquisition Regulation, Code of Federal Regulations, sponsor-specific policies, intellectual property policy, conflict of interest requirements, publication rights, application of indirect cost rates and other complex concepts in research administration.
  • Ability to maintain independent judgment; strong organization and communication skills; and a customer service focus across broad and diverse subject areas.
  • Maintains knowledge of and ability to interpret and apply sponsor, institutional and departmental policies. Knowledge of current compliance regulations in all areas of research administration.
  • Extensive knowledge of program administration guidelines of Federal and non-Federal sponsors supporting research and educational activities, preferably in a university environment.
  • Advanced knowledge of applicable compliance requirements related to use of human or animal subjects in research, financial conflict of interest, biosafety, etc.
