Certification through successful completion of the RMS Certification Exam and has been deemed fit by OSR
Leadership to serve as institutional representative. The RSC will be the institutional representative throughout
the life of the grant award. During the proposal development process, award review and negotiation, the RSC
will need to coordinate and get input from faculty, department and campus offices which includes the IRB,
IACUC, COI and CGA. The RSC will be responsible for interpreting sponsor and internal guidance and completing
all assignments in a timely and professional manner. Overall the RSC should demonstrate independent
judgment and strong organization and communication skills and customer service focus. The certified RSC
(Research Administrator 4) has demonstrated the requisite requirements to be delegated institutional signing
and approval authority for specified standard to complex proposals in accordance with UC policies and
procedures by successfully completing the RMS Certification A and/or B Exam(s). The RSC works independently
to assess complex grant, contract and subcontract transactions where analysis requires an in-depth evaluation of
variable factors. This position uses advanced contracts and grants concepts to manage high volume and high
complexity (Federal and Non-Federal grant mechanisms) transactions which require task budgets,
option/expanded years, multiple investigators and multiple subawards and may review and guide others in the
review of financial and administrative management requirements of research contract and grant proposals,
awards and/or transactions to ensure compliance with institutional and sponsor policies. The RSC may review
and sign transactions for less experienced staff and may serve as a subject matter expert in a particular area as
needed by the department.
The final salary and offer components are subject to additional approvals based on UC policy.
Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF. For positions that are represented by a labor union, placement within the salary range will be guided by the rules in the collective bargaining agreement.
The salary range for this position is $100,000 - $156,000 (Annual Rate).

comprehensive pre-award services. The OSR, a $23M operation, is comprised of eleven shared service teams,
including 151 Proposal and Grants Specialist and Officers, Contract and Award Specialists and Officers,
Associates, and Assistant Team Managers and Team Managers supporting 2000 faculty, and is responsible for
all pre-award grant activity for the campus.
Required Qualifications
- Bachelor's degree in related area and / or equivalent experience / training
- Five (5) or more years of related work experience.
- UCSF Certification level A
- Extensive knowledge of research administration guidelines of Federal and non-Federal sponsors supporting research and educational activities, preferably in a university environment.
- Advanced knowledge of applicable compliance requirements related to use of human or animal subjects in research, financial conflict of interest, biosafety, etc.
- Maintains current knowledge of compliance regulations in all areas of research administration.
- Ability to manage significant volume of transactions.
- Ability to perform complex financial analysis and customized reporting.
- Demonstrated knowledge of federal regulations including the application of cost principles.
- Demonstrated advanced competence in the use of spreadsheet and database software in the development of complex budget estimations and projections.
- Independent judgment and strong organization and communication skills and customer service focus across broad and diverse subject areas.
- Ability to analyze complex situations, identify workable solutions and make appropriate determinations based on regulations and the particular policies, sensitivities and the needs of the department, School and UCSF unit(s) being impacted.
- Demonstrated advanced ability to interpret and communicate policies and guidelines effectively, both written and verbal. Ability to deal with ambiguity and the willingness to explore exceptions and options.
- Strong and effective communication skills, both written and verbal. Excellent interpersonal skills.
