What are the responsibilities and job description for the Research Services Operations Manager position at University of California San Francisco?
This position is responsible for managing, preparing, administering, and directing resources that directly support research, with overall operational support for research services. Involved in developing, modifying, and executing standard operating procedures to support system and service operations within ARS, this role may also have campus-wide, medical center, or Office of the President effects. It has full management responsibility for budgets, costs, methods, hardware decisions, and personnel-related actions. The incumbent recommends operational policies and procedures for their team that align with ARS departmental practices, as a result of the the significant changes that have resulted from the ITOM Program and establishment of new infrastructure services across ARS. They receive assignments in the form of objectives and determine how to best use resources to meet schedules and goals. They also review and approve recommendations for growth and support, providing guidance to subordinates to achieve goals in accordance with established strategy and policies.
The ARS team has experienced substantial growth and has recently taken on support for the Research Data Center and new Core Research Services, called the FAC. This new service model requires that the ARS team manage overall operations, addressing concerns raised by the business partners that utilize these services. The team will be responsible for reviewing, managing, and supporting customers of ARS, as well as ensuring that the system support documentation is managed and maintained properly.
It is expected that this position provides technical expertise as well as supervision of a team of system administrators and support staff for technology services provided by the Academic Research Systems team for the UCSF Research Community and its external collaborators. This role will collaborate with a diverse team of IT professionals and researchers to troubleshoot and resolve security, application, and operational issues.
Receives assignments in the form of objectives and determines how to use resources to meet schedules and goals. Reviews and approves recommendations for functional programs. Provides guidance to subordinates to achieve goals in accordance with established policies. Erroneous decisions or failure to achieve goals results in additional costs and personnel, and serious delays in overall schedules.
The successful candidate will have leadership skills, be customer-focused, and have extensive experience in operating and supporting research enterprise environments and tool solutions.
The final salary and offer components are subject to additional approvals based on UC policy.
Your placement within the salary range is dependent on a number of factors including your work experience and internal equity within this position classification at UCSF. For positions that are represented by a labor union, placement within the salary range will be guided by the rules in the collective bargaining agreement.
The salary range for this position is $113,500 - $258,100 (Annual Rate).

Required Qualifications
- Bachelor's degree in a related area and/or equivalent experience/training.
- Typically, 2-5 years of experience managing an information technology organization.
- 5 years of relevant progressive experience
- Requires advanced knowledge of own area of functional responsibility.
- Demonstrated skill in managing technical staff.
- Extensive experience in the management of ongoing technology infrastructure acquisition and expansion, including the identification and integration of suitable emerging technologies.
- Thorough knowledge of the subject area is sufficient for strategic planning, technology assessment, and direction.
- Thorough knowledge of technical concepts and basic operating principles of data communications, computer hardware, vendor IT products, and software.
- Has strong skills and abilities associated with managing the internal information systems functions, data communications network, and campus, security systems.
- Has effective project management skill sets.
Preferred Qualifications
- Advanced ability to understand the process involved in adapting, integrating, and modifying existing programs or vendor-supplied products for use within the technical environment.
- Strong knowledge and understanding of service delivery principles.
- Experienced in leading change management activities and managing their impact across the unit or department.
- Experience of analyzing buy vs. build procurement for products for effective and efficient technology use.
- Excellent oral and written communication skills, including the ability to effectively present technical topics to individuals and groups with potentially varied levels of technical sophistication.
