This at-will position is wholly or partially funded by contractual grant funding which is renewed under provisions set by the grantor of the contract. Employment will be contingent upon the continued receipt of these grant funds and satisfactory job performance.

Job Summary

The job leads cross functional teams in the development of new and existing systems. Solves complex problems and anticipates evolving business requirements to identify, design, and implement appropriate process improvements, systems alternatives, and/or enhancements to current systems.

Responsibilities

Strategic Leadership:

  • Define and articulate the long-term product vision and strategy, given requirements from sponsor, contract, organizational priorities from CTDS Director, and the evolving needs of the user community.
  • Develop and maintain a comprehensive product roadmap, prioritizing features and initiatives based on user needs, market trends, and technical feasibility.
  • Lead and mentor a team of product personnel, providing guidance, mentorship, and professional development opportunities.
  • Foster a collaborative and high-performing product team culture.

Product Management & Execution

  • Oversee the product lifecycle, from ideation and discovery to development, launch, and ongoing improvement, coordinating with other subject matter leadership.
  • Conduct market research and competitive analysis to gather insights and inform product decisions.
  • Define and manage product requirements, user stories, and acceptance criteria.
  • Collaborate closely with engineering, design, and other vested parties to ensure successful product delivery.
  • Monitor product performance, gather user feedback, and iterate on product offerings based on data and user input.

Cross-functional Leadership

  • Lead and facilitate cross-functional planning and decision-making processes.
  • Collaborate with project management to resolve conflicts and remove roadblocks to ensure timely and successful product delivery.
  • Collaborate with senior leadership to secure funding and resources for product development.

Risk Management & Compliance

  • Identify, assess, and mitigate product risks.
  • Ensure compliance with relevant regulations and standards, including IT security, data governance, and industry best practices.
  • Leads business process analyses, needs assessments, and preliminary cost/benefit analyses. Solves unique and complex problems relating to computer equipment capacity, limitations, and operation time.
  • Utilizes expertise and a thorough understanding of business systems and industry requirements to translate business and user needs into system requirement specifications.
  • Recommends process improvements in existing applications and revises existing system logic difficulties as necessary. Designs, develops, and implements new applications, systems architecture, network systems, and applications infrastructures.
  • Communicates and presents on system enhancements and/or alternatives to colleagues in IT management.
  • Performs other related work as needed.

Education

Minimum Qualifications

Minimum requirements include a college or university degree in related field.

Work Experience

Minimum requirements include knowledge and skills developed through 7 years of work experience in a related job discipline.

Experience

  • 7 years increasingly advanced product management experience in releasing a software product and features from ideation to MVP release, subsequent iterations, and various scaling and optimizations.
  • 7 years of client management experience.
  • Experience working with open-source community and managing development of an open-source software product.
  • Experience in managing technology products with ability to articulate and defend chosen solutions to stakeholders.
  • Scientific or technical writing experience.
  • Domain experience in software engineering and biomedical informatics or genomics.
  • Experience with information security and accessibility regulations like FISMA, FedRAMP, and Section 508.
  • Experience managing or developing SaaS applications deployed in cloud technologies.
  • Experience in various Agile frameworks (Agile, SAFe) and translating Agile into Waterfall.

  • Ability to mentor, supervise, and lead through influence while maintaining positive relationships at all levels of the organization and with clients/sponsors.
  • Ability to organize around our product, and optimize flow across the value stream.
  • Ability to prioritize based on risk impact and client/user needs.
  • Ability to understand ownership of the full vision from Product Owner and influence based on that vision.
  • Ability to take a broad plan or proposal and break it into incremental tasks and oversee the completion of each task.
  • Knowledge of research platforms and biomedical IT programs.
  • Ability to persuade subject matter experts to adapt new structures or systems in order to meet objectives.
  • Ability to gain the trust of management in order to gain the authority to successfully coordinate the team.
  • Project management knowledge, including a demonstrated ability to manage own time well and achieve objectives.
  • Ability to collaborate and work as part of a team.
  • Demonstrated communication and presentation skills, analytical thinking, and a desire for learning.
  • Analytical abilities should be strong, especially with respect to administrating information system products.
  • Ability to learn new content areas and new skills quickly and well.

Working Conditions

  • Preferred hybrid (1-2 days in office), but open to remote.
