CONTEXT OF THE JOB :
Under limited supervision of the College Sr. HR Director, the HR Generalist supports the College of Arts & Sciences (CAS) and performs a variety of complex HR responsibilities some of which require advanced or specialized knowledge and skills. Principal emphasis on developing strong partnerships with assigned department and center leaders, providing first-line assistance to faculty and staff regarding general human resources and general intake for employee relations matters. The HR Generalist provides key support and compliance guidance for faculty, exempt and non-exempt staff recruitment, hiring, on-boarding, and payroll processing. The incumbent is expected to be an exceptional team player and possess the ability to successfully engage with a broad variety of campus stakeholders.
MAJOR RESPONSIBILITIES :
Recruitment
Oversee all benefitted and non-benefitted staff searches for assigned units. Serve as the central HR point of contact for assigned units in CAS. Assist with obtaining search approvals, drafting and submitting of job descriptions, external advertisements, salary determinations, use of the Predictive Index (PI), and management of the University’s applicant tracking system. Represent CAS by playing an active role in the talent acquisition process along with the University’s Talent Acquisition and Employment team. Assist search committees with recruitment processes, training and close out of recruitment. Conduct educational and developmental training sessions with search committee members, ensuring that the search committee members have the appropriate administrative tools and recruitment knowledge in order to conduct a successful search process (i.e. current employment trends, federal and / or state employment laws, UD policy guidelines). Write and / or edit job descriptions, essential functions, and advertisements to ensure compliance with University, federal, and state employment practices. Assist with completion of reference checks. Work closely with the hiring manager and Central HR to determine equitable salaries. Finalize position offers, start dates, and any other offer contingencies with Sr.HR Director.Retain all recruitment files in accordance with UD records management policy.
Responsible for new employee onboarding of CAS hires in assigned units. Productively engage with all relevant units (Central HR, IT, BAs, etc.) to ensure all new CAS employees are set up for success upon their arrival.Support new hire orientations and communicate pertinent resources for new employees.Partner with the hiring manager to create new-hire work schedules for employees. Follow up and advise hiring manager on employee’s progress at 180-day performance review.
Leave Administration
Effectively provide support and information to faculty and staff in assigned units regarding leave eligibility and options available.
Collaborate with Leave Management team to ensure efficient and consistent compliance with University, Federal, and State policies and guidelines in administering various types of leave such as FMLA, Parental leave, and Worker’s Compensation.
Act as the College’s HR representative for assigned units to assist Departments, Centers and Programs, and the central HR leave management team with various types of Faculty leave to include but not limited to FMLA, Parental Leave, Sabbatical leave, and Retirement.
Coordinate with the University’s Director of Disability Support Services for any Americans with Disability Act (ADA) workplace accommodation requests.
Ensure all required Paid Parental Leave forms are completed and submit completed forms to the College Sr. HR Director for final review.
Payroll, Records Management, and Reporting
Independently manage payroll processes for assigned departments. Make accurate and time sensitive determinations under deadline driven parameters. Serve as a primary point of contact for assigned units for CAS payroll / personnel records questions. Investigate issues, present problem-solving solutions, and provide resolution. Triage issues / questions to Sr. HR Director when appropriate.
Accurately represent situations and personnel needs through written and verbal communication
Prepare HR reports related to performance reviews, employee retention, leave, and salary equity.
Ensure all HR related transactions are completed for assigned units, including but not limited to JED’s, Position Change Forms, Supervisor Updates, Pay additional assignments, S-contracts, etc. Maintain data integrity for the College.
Serve as the HR partner and consultant for assigned units.
Complete FLSA requests and submit to the Sr. HR Generalist for final review and approval.
General
Make positive contributions to the CAS HR team culture and collaborative efforts. Effectively engage in team and individual skill development activities.
Cultivate strong, trusting partnerships and communication lines with assigned unit Business Administrators and Directors / Chairs.
Effectively communicate HR policy and principles with stakeholders, some whom may be emotionally charged.
Deliver training, troubleshooting, and support for multiple UD systems (Talent Link, Webforms / Webviews, UD PIN / Password reset, MY UD Settings, UD e-mail, UD ID cards, etc.).
Partner with assigned unit leaders in the drafting of position modifications and reclassification efforts.
In collaboration with the Center for Global Programs and Services (CGPS), support the visa application processing. Serve as advisor to PI / Sponsors and foreign nationals throughout the duration of the application. Stay current on University guidance.
Contribute to the Student Employment Mass Update (SEMU) process for the College by working with the CAS HR Team to ensure graduate information is accurate and changes are submitted in a timely manner.
Collaboratively engage with CAS HR teammates to effectively respond to needs arising from temporary absences or vacancies and unique circumstances.
Maintain integrity of personnel files. Ensure assigned personnel files are current and in compliance with UD records management policy. Manage the CAS HR email Inbox and respond to inquiries in a timely manner.
Manage the offboarding process for assigned units. Work with supervisors, College and University departments to verify access is restricted, UD property is retrieved, and exit interview is scheduled.
Perform other job-related duties as assigned.
QUALIFICATIONS :
Bachelor’s degree in business or human resources with three years of related experience, or equivalent combination of education and / or experience.
Professional HR Certification (PHR, SHRM-CP) preferred.
Ability to work independently; strong organizational skills and attention to detail.
Excellent customer service skills.
Ability to confidently problem-solve complex issues and communicate and execute resolution.
Ability to present reporting data and possible solutions.
Ability to handle multiple tasks simultaneously.
