Position Summary

The Fiscal Affairs Manager is responsible for the daily management and oversight of all the fiscal operations of the Georgia 4-H Program at the State 4-H Office in Athens and at the six 4-H facilities. It is responsible for the preparation of financial and budget related reports and will direct cost accounting methods for maintenance projects and food services function at the 4-H Centers. This position works under the direct supervision of the State 4-H Leader. This position also works directly with the Associate State 4-H Leader, Director of 4-H Facilities and the 4-H Center Directors in the areas of financial management and budgeting.

Knowledge, Skills, Abilities and / or Competencies

  • Excellent interpersonal, written and verbal communication skills.
  • Ability to communicate effectively with various levels of personnel.
  • Ability to work with a high degree of independence and exercise sound judgement in identifying matters that require higher-level management consultation.
  • High degree of personal integrity and ability to work with confidential and sensitive information.
  • Well-versed in UGA and USG financial and administrative policies and procedures.
  • Strong proficiency with Microsoft Office Applications including Excel creating Pivot Tables, web-based platforms (i.e. OneSource, OneUSGConnect, UGAMart, UGAJobs, Works) and ability to easily train on new programs or systems.
  • Advanced knowledge of business administration including budget and accounting practices.

    Supports the State 4-H Leader with the management of fiscal affairs. tasks include, but are not limited to, the following :

  • Analyzing business operations, trends, costs, revenue, financial commitments, and obligations to project future revenues and expenses.
  • Develop, maintain, and analyze budgets, preparing periodic reports that compare budgeted costs to actual costs.
  • Develop, maintain, and analyze fiscal year budgets for the Georgia 4-H Program from budget development to year-end close out.
  • Prepare General Ledger and Budget journals for state, departmental sales and grant / restricted accounts as needed.

  • Review and approve all full-time and part-time position modifications / evaluations and position postings submitted in UGAJobs, ensuring both departmental and college level approvals have been obtained.
  • Submit position funding for all positions and allocate appropriate combo code(s) based on funding type.
  • Review estimated monthly payroll reports prior to Validation.
  • Interpret and explain human resources policies, procedures, standards, or regulations.
  • Serve as backup for the 4-H Human Resources & Payroll Associate as needed to include reviewing / approving Bi-weekly payroll and creating / submitting actions in UGAJobs as needed.
  • Serve as a link between management and employees by handling questions, interpreting and administering contracts, and helping resolve work-related problems.

  • Keep State 4-H Leader apprised of account balances of state, departmental sales and services, and restricted / grant accounts throughout the year.
  • Maintain up to date financial records on state, departmental sales & service, and grants funds for Georgia 4-H Programs.
  • Performs financial reporting and analysis of fiscal operations. Prepare reports for the 4-H Center Directors and the State 4-H Leader.
  • Prepare, examine, or analyze accounting records, financial statements, or other financial reports to assess accuracy, completeness, and conformance to reporting and procedural standards.
  • Work with IT Personnel and 4-H Center Directors in developing cost analysis for 4-H Centers.
  • Maintain records on grant funding for Georgia 4-H and work with Grant PIs to monitor expenditures and reimbursements. Provide monthly status updates and prepare or modify budgets.

  • Approve transactions in UGA Financial Management System and UGAMart.
  • Prepare and submit the Unrelated Business Income tax information spreadsheet for 4-H on an annual basis.
  • Serve as the P-Card Approver 2 ensuring purchases are within policy. Provide sign-off in Works; Maintain p-card statements for all card holders per retention policy; Upload statement documents to Procurement via SmartSheet. Retain p-card statements for p-card holders per policy requirements.
  • Provide training and support to administrative and business staff in the State 4-H office and at the 4-H Centers with receivables, payables, payroll and personnel.
  • Serve as a departmental liaison or first point of contact when communicating with units or individuals external to the department.
