- *Under general supervision plan, manage, and maintain the campus Voice over Internet Protocol (VOIP) data/voice telecommunication infrastructure, including but not limited to switches, routers, hubs, firewalls, instruction detection/prevention, and software systems.
- *Identify and resolve problems related to network connectivity for the college’s data and telecommunication infrastructure, including, but not limited to, VoIP, switches, routers, firewalls, routing protocols, DNS, DHCP, and intrusion detection/prevention systems.
- *Install and terminate various types of network cabling, including but not limited to CAT5, CAT6, Unshielded Twist Pair (UTP), and single and multi-mode fiber to support the data and voice infrastructure.
- *Collaborates with server and network engineers, project managers, and third-party providers for timely problem diagnosis and resolution.
- Design, maintain, and manage the campus network security with the ability to diagnose network security vulnerabilities and provide and/or recommend solutions to minimize them. Researches and keeps current on network security issues.
- *Design and use firewalls to provide a balance of effective network security and user-connectivity needs.
- *Performs all work in accordance with Institute of Electrical and Electronic Engineers (IEEE} and Electronics Industry Standard/Telecommunications Industry Association (EIA/TIA) standards and keeps within UH policies.
- *Coordinates notification of planned and unplanned network outages and network status by updating the network status page and change management logs. Also, e-mails and/or call key contacts internal and external to the university.
- *Manages and maintains the campus wired and wireless network in collaboration with other IT staff. This includes but is not limited to determining issues, implementing solutions on time, and installing and replacing equipment.
- Ensures the proper maintenance of all network equipment, including but not limited to switches, PoE switches, routers, wireless access points, servers that maintain network services, and uninterrupted power units.
- Monitor and evaluate the information provided by monitoring tools, trouble ticket history, and applications to identify and/or resolve problems.
- Provides technical support and advice to campus systems administrators, database administrators, and network engineers as necessary to resolve network problems.
- Coordinate with IT staff to monitor and support the overall availability of IT resources.
- *Design local area and wide-area networks. Work with the University community to determine their requirements and develop a network proposal that meets their needs. If necessary, provide them with equipment lists and/or project requirements.
- Plans, schedules, and coordinates projects to ensure that milestones are met and to identify resources needed to meet project requirements.
- Supervise the work and train full-time and student network technicians who are engaged in the activation of data and or trouble isolation.
- *Defines necessary procedures, guidelines, and instructions related to network monitoring, analysis, diagnosis, troubleshooting, installation, and updating of documentation.
- Updates technical skills and keeps abreast of the latest developments and techniques of the profession through active engagement in professional development (including but not limited to industry conferences, training, seminars, classes, webinars, technical journals, certifications, etc.; investigates techniques and strategies utilized by other installations, especially higher education institutions, by participating in various professional organizations.
- Organizes, creates and maintains network modifications (change management) and network equipment information, including maintenance contracts, Internet Operating System (IOS) versions, configuration files, etc.
- Organize, create, and maintain various systems and network documents and diagrams of all college and satellite locations. Maintain revision histories for change management purposes.
- Plan, develop, and implement enhancements to the campus-wide telecommunications management system as required to support management and operational requirements.
- Stay current in the data communications industry through literature, attendance at conferences and seminars, and associations with other professionals and colleagues in the industry. Willing to expand technical knowledge by attending classes and other training as required.
- This position is responsible for a wide range of technical support covering data networks, computers, and information systems associated with the Telecom User Services operation; it may provide similar assistance to other ITG units as required.
- Develop and experiment with innovative computing ideas, techniques, and applications to discover more efficient methods of computerization and program enhancement (such as Web Related Software, Databases, etc.).
- Manage, supervise, and maintain the telecommunications management system, operations network, and facilities. Establish and maintain policies and procedures regarding the use of the facilities and all related equipment.
- Provide consultation on the various systems and applications available to complete tasks or problem resolution. Advise users in evaluating computer programs for their own acquisition and serve as technical advisor on program implementation and use.
- Other Duties As Assigned
- Possession of a baccalaureate degree in ICS, MIS, or other related fields and three (3) years of progressively responsible professional information technology experience with responsibilities for telecommunications or networking operations, of which 2 years of the experience must have been comparable in scope and complexity to the next lower payband in the University of Hawaii broadband system; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills, and abilities as indicated.
- Considerable working knowledge of telecommunications and/or networking as demonstrated by a broad understanding of the full range of pertinent standard and evolving concepts, principles, and methodologies.
- Considerable working knowledge and understanding of the broad technology, systems, hardware and software associated with local and wide-area networking.
- Demonstrated ability to recognize a wide range of intricate problems, use reasoning and logic to determine accurate causes, and apply principles and practices to determine, evaluate, integrate, and implement practical and thorough solutions in an effective and timely manner.
- Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally, and by preparation of reports and other materials.
- Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
- For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
- Able to install devices (wireless APs, switches, routers, UPSs, and other equipment) around Leeward facilities and satellite campuses.
- Able to work outside normally scheduled work hours, including day, night, weekend, and/or holiday hours, as directed and may involve travel to satellite campuses such as Waianae and Wahiawa.
- Ability to lift 25 lbs and work with others to install larger equipment as needed. This will include installing WAPs, switches, routers, UPS, and limited data wiring.
- Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations, theories, and systems associated with networking or voice-over-Internet protocol (VOIP).
- Experience using network monitoring and/or traffic shaping software.
- Knowledge of security methodologies as they relate to data networks.
- Experience in management, monitoring, and configuration of wireless networks.
- Knowledge of Microsoft, VMware, and other server operating systems and their uses/limitations.
- Experience using PC and Macintosh computers and their operating systems.
- Experience with campus equipment and systems from Mitel, Cisco, Aruba, and Fortinet.
- Nationally recognized certifications in networking and/or networking technologies (e.g., Cisco, Microsoft).
