Duties and Responsibilities
- *Under the general direction of the TI Operations Manager, this position will be assigned project manager responsibilities for planning, developing, maintaining and operating both campus-wide and system-wide telecommunications systems to support management and operational requirements.
- *Conduct detailed analysis of the organizations' telecommunications systems as a basis for recommendations to improve and enhance system capabilities.
- *Serve as the liaison between the University, other ITS personnel, system-wide telecom coordinators and contractor personnel in the areas of telecommunication design, planning, operating and problem identification and resolution.
- *Advise users of the procedures, policies, facilities, and functions of the various telecommunication systems and solutions available.
- *Coordinate the purchase and maintenance of hardware, software, supplies, etc. as required to support campus and system-wide telecommunication systems.
- *Keeps abreast of the data communications and telecommunications industry through literature, attendance at conferences, seminars, and associations with other professionals and colleagues in the industry.
- *Maintains highly professional interaction with University personnel, contractors, and consultants.
- *Responsible for the day-to-day operation and maintenance of all campus and system-wide telecommunications equipment and systems to ensure the timely and efficient turnaround of services to customers.
- May review the work product from specific task assignments of other professional, clerical, technical personnel and/or student assistants.
- Other duties as assigned.
- Possession of a pertinent baccalaureate educational degree in Computer Science and 4 years of progressively responsible professional information technology experience with responsibilities for telephony systems design operation and maintenance, of which 2 years of the experience must have been comparable in scope and complexity to the next lower payband in the University of Hawai'i broadband system; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
- Considerable working knowledge of systems analysis, computer programming design, implementation and support as demonstrated by the broad knowledge and understanding of the full range of pertinent standard and evolving information technology concepts, principles and methodologies.
- Considerable working knowledge and understanding of the broad technology, systems, hardware and software associated with telecommunications and telecommunications management systems.
- Demonstrated ability to recognize a wide range of intricate problems, use reasoning and logic to determine accurate causes, and apply principles and practices to determine, evaluate, integrate, and implement practical and thorough solutions in an effective and timely manner.
- Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
- Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
- If applicable, for supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
- Knowledge of both local and wide area networking standards, principles and operational aspects as it relates to VoIP communications.
- Considerable knowledge of telephony principles and standards.
- Considerable knowledge of telephony call routing and PSTN access.
- Considerable knowledge of SIP communications
- Ability to work a variable work schedule and to work outside normally scheduled work hours including day, night, weekend and/or holiday hours, as directed.
- Considerable knowledge of Microsoft Windows, MacOS, and Linux.
- Knowledge of computer programming or scripting languages.
- Knowledge of the University of Hawaii and its organizations, policies and procedures.
- Knowledge of Nortel CS1000 PBX.
- Knowledge of Mitel MXOne PBX.
