Duties and Responsibilities
Provides professional administrative support in human resources management and fiscal operations for offices under Enrollment Management.
Human Resources
*Assists in all aspects of human resources management and administration including but not limited to: recruitment and selection, personnel transactions, record maintenance, and position classification.
*Reviews, updates, processes, and audits all personnel transactions for accuracy and compliance with all applicable collective bargaining agreements, Board of Regents and University policies and procedures, and federal and state rules and regulations.
*Reviews and processes new hires, promotions, leaves, reappointments, redistribution of funds, transfers, and terminations in compliance with UH policies, procedures and collective bargaining agreements.
*Assists in managing benefit programs for employees. Keeps current on rules and regulations for various benefits, communicates changes, and ensures accurate and timely processing of required documents.
*Assists with transactions on the on-line leave system. Resolves problems with accruals and other leave transactions. Prepares transfer of vacation and sick leave form for separations on the leave system.
*Responsible for handling employment verification of employment and other inquiries from internal and external organizations by phone or written communication.
*Assists in compiling and organizing data during fact-finding in various areas such as complaints, grievances, etc.
*Serves as a notary to process various documents.
*Manages the maintenance of official personnel files. Disposes, archives and/or transfers records in accordance with establishes rules and regulations.
Fiscal and Procurement
*Performs daily fiscal activities which include reviewing and processing requisitions, travel requests /completions, and p-card transactions in accordance with federal, state, and UH policies and procedures.
*Performs procurement activities which creating job specifications and working with vendors ensuring compliance with applicable policies, procedures.
*Creates various transactions such as salary transfers, advance deposits, and purchases, in the financial management system. Other duties as assigned.
*Denotes Essential FunctionMinimum Qualifications
1. Possession of a baccalaureate degree in arts and humanities, human resources, business administration, social science or related field and 0 year(s) of progressively responsible professional experience; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
2. Functional knowledge of principles, practices and techniques in the area of human resources and/or fiscal administration demonstrated by knowledge, understanding and ability to apply concepts, terminology.
3. Functional knowledge and understanding of principles, theories, federal and state laws, rules, regulations and systems associated with human resources and/or fiscal administration.
4. Demonstrated ability to recognize problems, identify possible causes and resolve the full range problems that may commonly occur in the human resources and/or fiscal administration.
5. Demonstrated ability to understand oral and written documentation, write reports and procedures, and communicate effectively in a variety of situations.
6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team members and individuals.
7. Demonstrated ability to operate a personal computer and apply word processing software.
8. Ability to manage sensitive information and files containing confidential information.
9. Ability to deal tactfully but firmly with others.
10. Evidence of being organized, able to work under pressure with frequent interruptions, and remain flexible in multi-tasking several concurrent projects with competing deadlines.
11. Ability to extract data from databases or software systems and prepare/create various management reports.
12. Ability to analyze, interpret, and apply personnel and general administrative rules and regulations to a variety of work situations.
Desirable Qualifications
1. Knowledge/Experience with University of Hawaii administrative policies and procedures.
2. Experience in human resources data systems (e.g., PeopleSoft, SECE, NeoGov).
3. Experience in financial management systems (e.g., Kuali Financial System).
4. Knowledge/Experience in interpreting collective bargaining agreements.
