Duties and Responsibilities

1.*In coordination with the Office of Student Conduct (OSC), to address and adjudicate the rights and responsibilities process (e.g., Student Conduct Code and hearings, Community Standards and hearings, etc.) within student housing and oversees communication with various parties involved, such as complainants, respondents, witnesses, etc.

2.*Manages and oversees the student conduct process for reported violations of the Student Conduct Code and Student Housing Community Standards in student housing, including assigning cases to Student Housing conduct personnel, charging, conducting investigations, rendering decisions, and imposing sanctions as appropriate

3.*Serves as a member of the Residential Life (Res Life)Management Team and works closely with the Associate Director for Student Housing Services (SHS) and the Assistant Directors for Res Life to ensure conduct processes are efficient, timely, and in accordance with OSC philosophy.

4.*Conducts training for SHS student and professional staff members on philosophical and practical components of the student conduct process in Student Housing. Assesses the performance of staff involved with the conduct process and advise staff and/or supervisors as appropriate.

5.Oversees and coordinates the SHS student and professional staff on-call structure, which provides student housing support during non-business hours.

6.*Counsels and advises students on grievances and policies including, but not limited to, the Student Conduct Code, Student Housing Community Standards, and discrimination complaints; inform students of options available (e.g., informal avenues, formal avenues, and legal and other processes external to the University).

7.Provides support and direct service to students, staff, faculty, administration, and community members who require assistance and information regarding complaints, behavioral issues, grievances, rights and responsibilities issues, etc.

8.Completes background checks of student disciplinary records in response to requests from the federal government, state government, other universities, private industry, etc.

9.Manages and maintains the conduct database and records file system as the program is the SHS custodian of student conduct records.

10.*Provides professional level support to the staff of Student Housing Services and the Office of Student Conduct as assigned by the Associate Director for SHS and/or the Director of the OSC.

11.*Conducts fact-finding investigations as assigned on behalf of the University in compliance with University, state, and federal regulations (e.g., workplace violence, discrimination, Title IX, etc.)

12.Provides OSC and SHS support with workshops and training regarding the Student Conduct Code and Student Housing Community Standards, including, but not limited to, classroom management, de-escalation, working with challenging students, academic integrity, etc.

13.Responsible for preparing reports in compliance with the federally mandated Clery Act.

14.*Executes special related projects as assigned by the Associate Director for SHS Director of the OSC

15.Responsible for managing and updating the code of conduct, community standards, and related sections of the SHS website and assisting in content development.

16.Responsible for designing and creating informational marketing materials for SHS and OSC (e.g., residential postings, presentations/orientation handouts, etc.).

17.May coordinate or direct the work of lower level program personnel.

18.*Responsible for carrying a company-issued cell phone and responding to calls, including for emergencies, which may occur during evening and weekend hours. Works after normal business hours, including weekends and/or holidays, as needed.

19.Other duties as assigned.

Minimum Qualifications:  

1.Possession of a baccalaureate degree in Education, Counseling, Communication, Peace and Conflict Resolution, Social Work or a related field and 3 year(s) of progressively responsible professional experience with responsibilities for students' rights and responsibilities, student development and/or student conduct; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.

2.Considerable working knowledge of principles, practices, and techniques in students' rights and responsibilities, student development and/or student conduct as demonstrated by the broad understanding of the full range of pertinent standard and evolving concepts, principles, and methodologies.

3.Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations, theories, and systems associated with students' rights and responsibilities, student development and/or student conduct.

4.Demonstrated ability to resolve wide-ranging complex problems through creative reasoning and logic to accurately determine the cause of the issues and resolve the problems in a practical, innovative, and timely manner.

5.Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally, and by preparing reports and other materials.

6.Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.

7.Demonstrated ability to operate a personal computer, apply word processing software, and electronic record-keeping system.

8.If applicable, for supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.

9.Demonstrated knowledge of student conduct due process associated with the best practices for student rights and responsibilities.

10.Demonstrated knowledge of college student development theory and restorative justice practices.

11.Demonstrated ability to manage sensitive information and files containing confidential student information.

12.Demonstrated ability to interpret and apply policy provisions to situations consistently.

13.Demonstrated ability to work effectively with populations of varied backgrounds.

14.Demonstrated ability to work with details and prepare and maintain comprehensive records.

15.Demonstrated experience conducting investigations (informal and formal complaints).

16.Experience in providing services to college students.

17.Demonstrated experience with student conduct processes

18.Demonstrated experience advising students on university processes and procedures.

19.Demonstrated experience in prioritizing and handling multiple tasks.

20.Experience using design programs like Canva, Adobe, Photoshop, MailChimp, etc., to create marketing materials, handouts, and graphics.

21.Demonstrated understanding student conduct's role at a large, complex institution.

22.Demonstrated ability to exercise extreme tact, diplomacy, initiative, sound judgment, and critical thinking.

23.May work after normal business hours, including weekends and/or holidays, as needed.

24.Ability to use a company-issued cell phone to maintain timely communication.

Desirable Qualifications:

1.Master's degree in Educational Administration, Educational Leadership, Student Affairs/Higher Education, Social Work or other related field.

2.Experience working in university student housing or residential life programs.

3.Experience with the University of Hawai'i programs, policies and procedures.

4.Demonstrated organization and project coordination skills.

5.Knowledgeable of and maintains FERPA standards of privacy and confidentiality.
