Description of Duties:
- Under general supervision, provides financial and procurement support for various units, College events, and activities.
- Independently performs moderately complex application of UH, Research Corporation of the University of Hawaii (RCUH), UH Foundation (UHF) and applicable financial requirements of limited scope in procurement and purchasing involving application of standard policies, regulations, accepted methods and practices.
- Analyzes, develops, reviews and/or administers management or administration of with procurement information to include but not limited to request for quotations, SuperQuote, purchase requisitions, travel, payments and budgeted reconciliation
- Advises faculty and staff on appropriate Federal, State, and UH policies and procedures on fiscal issues. Initiates, reviews and ensures correctness of documents and other paperwork for fiscal actions.
- Responsible for the procurement functions related to various campus events and activities (ex. community-related events, fundraisers, ceremonies, etc.).
- In accordance with federal, state, UH, RCUH, and UH Foundation policies and procedures, prepares technical specifications, monitors bids, analyzes bid results and makes recommendations, awards bids, issues, and prepares requisitions.
- Determines purchases that qualify as fixed assets and ensures items are properly tagged and recorded within the necessary financial system.
- Processes and monitors progress payments related to contracts; monitors progress payments and reconciles the contract balance after each modification and/or progress payment.
- Monitors and evaluates account expenditures against budget plan and ensures expenditures are appropriate, following Federal, State, and UH policies and procedures.
- Maintains, manages and reconciles monthly P-Card purchases by obtaining proper approvals, and maintaining receipts and other required forms.
- Prepares periodic financial statements for Account Supervisors and college administrators illustrating trends and projections.
- Develops, prepares, maintains, provides accessibility and distributes financial reports on a regular basis.
- Other duties as assigned.
Minimum Qualifications:
- Possession of a baccalaureate degree in business administration, public administration, or related field and 1 year(s) of progressively responsible professional experience with responsibilities for accounting, procurement, or financial management; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
- Functional knowledge of principles, practices and techniques in the area of financial management demonstrated by knowledge, understanding and ability to apply concepts, terminology.
- Functional knowledge and understanding of principles, theories, federal and state laws, rules, regulations and systems associated with financial management.
- Demonstrated ability to recognize problems, identify possible causes and resolve the full range problems that may commonly occur in the area of financial management.
- Demonstrated ability to understand oral and written documentation, write reports and procedures, and communicate effectively in a variety of situations.
- Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team members and individuals.
- Demonstrated ability to operate a personal computer, apply word processing software.
- Demonstrated proficiency utilizing spreadsheets and other commonly used software programs such as Adobe Acrobat and Google Drive.
- Excellent organizational the time management skills.
- Strong attention to detail and ability to prioritize multiple duties with demanding deadlines.
Desired Qualifications:
- Familiarity with database applications such as Kuali Financial System (KFS).
- Familiarity with UH/RCUH fiscal policies and procedures.
- Familiarity with UHF fiscal policies and procedures.
- Familiarity with project management.
