I. Introduction As a key member of the Vice Chancellor for Academic Affairs’ (VCAA) team, the Dean directs, coordinates, and evaluates the activities of personnel, including support staff, in the Applied Workforce Technology, Health Education, and Continuing Education divisions of the College. The Office of Continuing Education (OCET) includes the college’s non-credit programs, Performing Arts Center (PAC), Apprenticeship Trades program, International Education, and the Innovation Center. This position serves as the senior manager, lead facilitator, and coordinator for the Applied Workforce Technology, Health Education, and Continuing Education divisions of the College. Under the direction of the VCAA, this position is the lead facilitator and coordinator of the academic, curricular, and non-credit programs within these three divisions and is responsible for all administrative matters, including personnel management, space utilization, financial management, program reviews, and budget planning and execution. The position will work closely with faculty, staff, and senior administrators to ensure the unit supports attainment of the College's mission, strategic plan, and Academic Affairs plan.
II. Duties and Responsibilities
Academic Leadership and Management
Directs and works with the division chairs for Applied Workforce Technology and Health Education and the Faculty Coordinator for OCET to plan, design, and deliver quality instructional and non-credit programming aligned with the College’s mission and strategic plan, congruent with contemporary industry and technology standards; situated within the College’s established budgeting, planning, assessment, human resource, and review cycles; and in compliance with applicable statutes, regulations, and policies.
Provides effective leadership, direction, and support in the recruitment, development, evaluation, and retention of highly qualified and proactive faculty and staff who promote excellence in the academic and non-academic programs and services; establishes program guidance in instructional and non-credit aspects such as teaching assignments, scheduling of courses, enrollment management, faculty course loads, and alternate assignments of responsibility; evaluate faculty and staff, makes recommendations and decisions regarding faculty and staff evaluation, contract renewal, tenure, and promotion; facilitates in-service training and staff development.
Provides leadership in the development of new courses and academic and non-credit programs; ensures that such initiatives are within the parameters of the College's strategic plan; reviews and makes appropriate recommendations to VCAA on new courses, programs, and proposals. This includes the College’s transfer curricula, prior learning assessment, micro credentials, badges, and articulation with University of Hawai‘i institutions.
Provides leadership in the direct development, coordination, implementation, and promotion of educational and training programs that help to advance the educational attainment of Kaua‘i’s adult population which contributes to economic development, social mobility, and quality of life. Such programs may include, but are not limited to, non-credit workforce, apprenticeship trades training, credit/non-credit hybrid classes, international education activities and educational seminars and workshops sponsored by OCET including performances and events conducted at the PAC.
Plans and supervises the apprenticeship and journeyman upgrading programs of the college. Supervises the coordination and work with the trade unions and trust fund officials to meet the needs of students and industry in such programs. Ensures the coordination of these programs with related college CTE programs.
Directs accreditation self-study and program reviews of assigned divisions; assists the VCAA in the periodic review/update of the College's strategic plan, long-range educational planning, organizational planning, and capital improvement plans; modifies approved operational plans based on evaluation results and organizational priorities; monitors and integrates into all units emerging assessment and accreditation initiatives. Provides leadership for and contributes to the accreditation process for both discipline-specific and regional accreditation.
Collaborates with the VCAA and Dean of Arts and Sciences in the management of the Early College program and other initiatives between the College and the Department of Education. Works with the VCAA, Dean of Arts and Sciences, Vice Chancellor for Student Affairs, division chairs, and faculty in coordinating and managing outreach/distance learning programs and activities.
Represents the college at community and campus events, in meeting with other institution personnel, and promotes the university, the College, and instructional and non-credit programs by participating in community, state, and national events, and by developing partnerships with industry and secondary education institutions.
Participates in and facilitates the effectiveness of the college’s shared governance framework by actively participating in committees as assigned by the VCAA and/or chancellor.
Regularly attends CTE dean meetings, assists faculty with the development of Perkins grant proposals, and effectively manages funded Perkins projects.
Works collaboratively and professionally with faculty and staff while also maintaining a favorable working relationship with local media for public relations, community information in the dissemination of college information to the general public and/or special interest groups who may require the services of the college.
Supervise the PAC Theatre Manager to ensure the effective and efficient use of the PAC as both a college and community resource.
Oversee and support other college auxiliary enterprises as assigned. Performs other duties and responsibilities as assigned by the VCAA and Chancellor.
Administrative Support
Works with appropriate administrative staff to address human resources and facilities issues. Recommends the appointment of individuals to faculty and staff positions in the five academic affairs divisions and evaluates their performance.
Works with VCAA to plan, administer, and control budgets and maintain financial records.
Responds to requests for information, problems and complaints, provides adjudication of disputes and grievances, and implements disciplinary action within established guidelines and in coordination with appropriate college administrative staff personnel.
Coordinates the writing of grants with the support of the Office for Institutional Effectiveness and the VCAA to procure external funding and supervise grant-funded projects.
Performs other duties as assigned by the Vice Chancellor of Academic Affairs and/or the Chancellor.

The Dean of CTE receives guidance and direction from the VCAA, as well as through policies, general guidance parameters, and/or new emphases/initiatives as communicated through regular meeting with other administrators.
V. Direction and Review of Work Received
The Dean of CTE reports to the VCAA of Kaua`i Community College. The VCAA’s approval is required to commit academic affairs resources where authority has not been delegated to the Dean of CTE. The VCAA reviews, recommends, or approves, as appropriate, major documents developed by the Dean of CTE. There is annual performance review of the Dean of CTE to be conducted by the VCAA.
VI. Contacts and Relationships
The Dean of CTE meets regularly with officials and staff of the Office of the Vice President for Community Colleges, and with instructional administrators and counterparts from other UH community colleges; serves on University-wide committees; meets with representatives from local, national and international agencies, community representatives, civic leaders, government officials, State legislators, members of the Congressional delegation, and business leaders pursuant to the College’s efforts to identify and meet community needs.
The Dean of CTE responds to requests, inquiries, and complaints from members of the general public insofar as these communications apply to the assigned areas of responsibility.
VII. Minimum Qualification Requirements
- Master’s degree or equivalent from a regionally or nationally accredited institution.
- Attained the academic rank in an institution of higher learning of associate professor (C4) OR have a demonstrated record of comparable professional experience.
- Demonstrated ability to work effectively with various constituents and decision-making bodies of a college or a large and complex activity/organization.
- Knowledge of community college philosophy, familiarity with liberal arts and career-technical education, awareness of contemporary challenges and issues facing community colleges.
- Demonstrated ability to communicate effectively orally and in writing and with the use of technology.
- Demonstrated ability to use technology and emerging technology to work efficiently and effectively.
- Demonstrated ability to make data-informed decisions.
VIII. Desirable Qualifications
- Doctorate (PhD or EdD) degree from a regionally or nationally accredited institution, with an emphasis in higher education/education administration preferred.
- Experience as an administrator or in carrying out administrative responsibilities with an emphasis on education, public administration, organization or resources management, personnel management, fiscal management, and/or grants administration.
- Experience in program and/or curriculum development and evaluation, staff development, personnel supervision, resource development, budget preparation, program and student learning outcomes, educational best practices, and technology application in the management of an educational institution.
