Duties & Responsibilities

- **This position reports to the Director for Auxiliary and Commercial Enterprises and will direct, plan, coordinate, and maintain the occupational and environmental and safety programs for all Community College campuses and administrative units.
- **Provides leadership and technical expertise in all areas of environmental and occupational health and safety. Makes technical authoritative decisions, and develops and interprets policies, procedures, standards and best practices, ensuring compliance with federal, state, county, other applicable statutes, codes and regulations.
- **Assists community college campuses in developing, coordinating, maintaining, and administering various required programs in the specialized areas of environmental health and safety (e.g. fire safety, hazardous materials management, biological safety, radiation safety, etc.)
- **Conducts campus inspections, provides written reports on an annual basis to ensure compliance with applicable statutes, codes and regulations related to Occupational Health and Safety Administration (OSHA) and Hawaii Office of Occupational Safety and Health (HIOSH)requirements, as well as Pipeline and Hazardous Materials Safety Administration (PHMSA) requirements.
- **Ensures campuses are conducting facility and classroom health and safety inspections on a regular basis and are maintaining written records of inspections and corrective actions. This includes inspections for laboratory safety chemical hood testing, emergency showers, fire safety equipment, and eye wash station.
- **Conducts training in areas such as, but not limited to, requirements for lab safety and chemical hood testing.
- **Reviews campus standards and practices, accident reporting, fire safety plans, regulatory and enforcement activities, etc., to ensure compliance with OSHA, HIOSH, and institutional risk management requirements.
- **Conducts accident and near-miss investigations to identify causes of injuries/illnesses and provides written corrective action and preventative measures recommendations to eliminate identified hazards and prevent recurrence.
- **Develops and implements a comprehensive Environmental Compliance program that includes a Chemical Hygiene Program (Laboratory Safety), Hazardous Material and Hazardous Waste Management Program, and Occupational Health and Safety Program for all community college campuses to follow.
- **Coordinates campus Hazardous Materials Management Program compliance with federal EPA, Hawaii Department of Health and UH Manoa Environmental Health and Safety Office hazardous materials management policies and procedures.
- **Advises Director and provides campus coordination and support for the following systemwide responsibilities provided by the UH Manoa Environmental Health and Safety Office: Biological Safety, Diving Safety, and Radiation Safety programs.
- **Provides technical recommendations in general operations, maintenance of facilities, and staff training related to environmental and occupational health and safety.
- **Resolves highly complex problems utilizing a variety of resources, including consultation for areas of expertise of the UH Manoa Environmental Health and Safety Office.
- **Keeps abreast of applicable changes in federal, state and county laws, policies and procedures, new advances and activities in environment health and safety affecting system and campus programs and activities.
- **When requested, reviews and recommends plans for new construction projects and the repair and renovation of existing facilities to ensure compliance with health and safety requirements and the prevention of potential hazards.
- **Assists community college campuses in the process of mitigating findings of violations by the Hawaii Office of Occupational Safety and Health (HIOSH).
- Assists community college campuses with meeting their Municipal Separate Storm Sewer System (MS4) obligations and requirements.
- **Serves as the liaison with appropriate agencies such as the UH Manoa Environmental Health and Safety Office, Hawaii Occupational Safety and Health Division, State Department of Agriculture and Health, and other related groups and organization.
- **Maintains a community colleges occupational and environmental health and safety website for resources available to assist community college campuses.
- Other duties as assigned.
Minimum Qualifications:
Education and Professional Work Experience
- Possession of a baccalaureate degree in Environmental Health & Safety, Chemistry, Engineering, Biology, Physics, Fire or related field and 5 years of progressively responsible professional experience with responsibilities for environmental health and safety; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
Knowledge Skills and Abilities
- Considerable working knowledge of principles, practices, and techniques in the area of environmental health and safety as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles, and methodologies.
- Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with environmental health and safety.
- Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
- Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
- Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
- Demonstrated ability to operate a personal computer, apply word processing and spreadsheet software.
- If applicable, for supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
Supplemental Minimum Qualifications
- Ability to complete Department of Transportation (DOT) prescribed training regarding Hazardous Materials Regulations (HMR) that govern the transportation of hazardous materials within 30 days of hire.
- Experience in conducting Ergonomics and Injury Prevention Training
- Demonstrated ability to observe and accurately assess situations, identifying critical details that impact outcomes.
- Strong time management skills with the ability to prioritize tasks effectively and meet deadlines.
- Demonstrated ability to maintain a calm demeanor in high-pressure situations, ensuring effective decision-making and problem-solving.
- Knowledge of environmental and safety laws, and local, state, and federal regulations. Ability to apply relevant health and safety codes.
- Possess the following current certifications at time of application:
- Completion of OSHA required class certification in OSHA 30-hour General Industry Certification (OSHA 30 card).
- Completion of OSHA required class certification in OSHA 40-hour Hazardous Waste Operations and Emergency Response (HAZWOPER).
- Hazardous Waste Management training certificate of completion.
- Emergency Response and Spill Management certificates of completion.
- Incident Command System (ICS) Training.
- First Aid/CPER/AED Certification.
- Asbestos and Lead Abatement Certification.
Desirable Qualifications:
- Master’s degree in environmental health and safety, occupational safety, Engineering, Environmental Sciences, or Physical Sciences.
- Experience in laboratory safety, fire safety and prevention, radiation safety, institution of higher education safety policies, and/or research-specific safety and compliance.
