Duties and Responsibilities 

  1. Serves as CTAHR Chief Fiscal Administrator. Provides professional fiscal support and responsible for providing solutions on a wide range of fiscal activities and unique situations due to agricultural nature and state-wide distribution of programs/staff.

  2. Serves as chief resource support for providing broad knowledge of theories, concepts and principles of fiscal management to serve the mission, objectives and current issues of CTAHR; serves units statewide. 

  3. Responsible for assigning, coordinating, providing training for and reviewing the work of subordinates; responsible for evaluating performance and takes corrective action as necessary. 

  4. Comprehensive knowledge of sponsored project research administration to ensure compliance with applicable UH, RCUH, State, and Federal policies, regulations, laws, and collective bargaining agreements. 

  5. Responsible for the oversight/management/distribution of all awarded extramural funds, appropriated institutional funds, and appropriated federal formula funds associated with being the Land Grant College for the State of Hawai`i.

  6. Responsible for identification of potential fiscal issues. Provides evaluation/synthesis of data, advising, and alternate solutions and/or recommendations to the unit heads. 

  7. Develops/improves necessary internal policies, procedures, systems and controls to increase effectiveness and efficiency of CTAHR fiscal operations. Makes recommendations, conducts reviews/audits in support of programs, counties, departments, and units.

  8. Responsible for developing and conducting college-wide training of all administrative/support staff and applicable faculty/PI located statewide – O`ahu, Kaua`i, Moloka`i, Maui, and Hawai`i Island on UH, RCUH, and CTAHR fiscal standards and procedures.

  9. Coordinates and/or oversees the preparation and/or analysis of budgets for sponsored project research administration purposes.

  10. Resolves complaints on operational and administrative matters in accordance with current policies, procedures, and directives as required. 

  11. Develops and presents special written or oral reports and makes recommendations to management and/or other personnel as requested.

  12. Represents the college on committees relating to fiscal policies, special projects, and development of university-wide fiscal management systems/forms/policies/procedures. 

  13. Serves as subject matter expert responsible for reviews, analysis, evaluation and recommendations pertaining to sponsored project research administration that can/will have significant impact on CTAHR. 

  14. Serves as main point of contact for all fiscal audits and reviews conducted in CTAHR and supervises or conducts the preparation of audit responses. 

  15. Other duties as assigned

Minimum Qualifications 

  1. Possession of a baccalaureate degree in Business Administration, Finance, Accounting or related field and 6 year(s) of progressively responsible professional experience with responsibilities for accounting, fiscal administration and management; or equivalent education/training or experience.
  2. Advanced and comprehensive knowledge and understanding of a wide range of developing and emerging concepts, principles and methodologies of the assigned specialty area(s), including business administration, accounting and/or sponsored project research administration.
  3. Comprehensive knowledge and understanding of a wide range of principles, theories, federal and state laws and systems associated with accounting, sponsored project research administration, personnel administration, organization and management.
  4. Demonstrated ability to understand problems from a broad interactive perspective and use reasoning to discern underlying principles and issues when problem solving, and apply creative thinking to resolve problems in new and unprecedented approaches.
  5. Demonstrated written and verbal competence in presenting ideas, concepts and models clearly using persuasion and negotiation to build consensus and cooperation.
  6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
  7. Demonstrated ability to operate a personal computer and apply word processing software.
  8. For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.

Supplemental Minimum Qualifications 

  1. Leadership experience in higher education, government and/or comparable industry

  2. Experience with or assisting in the auditing process

  3. Strong interpersonal and communication skills and the ability to exercise judgement, tact, and discretion in applying and explaining policies and procedures.

Desirable Qualifications 

  1. Knowledge of the organization, operating relationships of a doctoral degree granting university engaged in research.

  2. Some knowledge of the UH structure, administrative procedures, collective bargaining contracts, and relevant practices.

  3. Demonstrated ability to successfully lead an administrative team.
